City of Le Roy City Council met Nov. 4.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steven Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Justin Morfey, Ron Legner, Patti Welander, Kyle Merkle, and Dawn Hanafin. Kelly Lay and Sarah Welte were absent.

Staff members present were Dan Lush, Dave Jenkins, Anita Corso, and Brad Frankovich. There were no public comments.

Included on the consent agenda were Approval of Regular Meeting Minutes from 10/21/2024, approval of Invoices from 11/4/24 totaling $ 683,097.20, and payroll for the period of 11/1/24 in the amount of $ 51,258.17. The items of the consent agenda were voted on separately.

Motion was made by Matt and seconded by Justin for approval of the Meeting Minutes. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin yes. Motion carried 6 yeas, 0 nays.

Motion was made by Kyle and seconded by Matt for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Ron Legner- abstain, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 5 yeas, 0 nays, 1 abstain.

In Staff Reports, Dave reported the new well is moving forward. The easement from Township is awaiting their next meeting. Ron said drilling is scheduled for early December. Dave also reported Jacobs Engineering will be conducting onsite testing the week of November 18, 2024.

Motion by Kyle was seconded by Matt for approval of the ICRMT quote totaling $613 to include sales tax interruption insurance adding additional businesses at the City Administrator’s discretion. Dave explained that this would replace sales tax income if one of the major stores closes for at least 30 days. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

ORD No. 24-10-02-70 AN ORDINANCE AMENDING SECTION 1-4-3 (B), SECTION 4-2-2-5.5 AND SECTION 4-2-2-6 OF THE CITY OF LE ROY CODE OF ORDINANCES – IMPROPER DISPOSAL AT CITY DUMPSTER. Motion to approve by Matt was seconded by Justin. Discussion resulted in the removal of any reference to contractor permits for bulk disposal. Matt amended the motion to approve as amended, seconded by Justin. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey yes, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

ORD No. 24-11-02-70 AN ORDINANCE AMENDING SECTION 1-4-3 (B), SECTION 4-2-2-5.5 AND SECTION 4-2-2-6 OF THE CITY OF LE ROY CODE OF ORDINANCES – IMPROPER DISPOSAL OF LANDSCAPE WASTE. Motion to approve by Patti was seconded by Kyle. Roll Call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

Motion by Patti was seconded by Justin for approval of the Contractor Landscape Disposal Permit. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

In old and new business, the mayor asked for an update on adding an extra streetlight on Burcham Drive. PD as well as Code Compliance have been down the street and determined it is no different than any other streets in the city. Dave mentioned the resident has the option to contact Ameren and pay for an additional streetlight themselves.

Dawn reported the lights are out on the 300 block of E Center St.

Dave requested council take a walk-thru of the old Christian Church before the next meeting to be able to discuss a possible partnership and possible uses for the building as a public space. It was agreed to meet at 6pm on Monday, November 18, 2024. It was also noted the building is in the historic district which limits exterior improvements.

The executive session not being necessary, the mayor called for a motion to adjourn.

Motion to adjourn by Kyle was seconded by Matt. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, Justin Morfey-yes, and Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

The meeting was adjourned at 7:46 PM.
