City of Le Roy City Council met Nov. 18.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steven Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Ron Legner, Patti Welander, Kyle Merkle, and Dawn Hanafin. Justin Morfey, Kelly Lay and Sarah Welte were absent.

Staff members present were Scott Bryant, Jason Williamson, Perry Mayer, Dave Jenkins, and Anita Corso.

There were no public comments.

Included on the consent agenda were Approval of Regular Meeting Minutes from 11/4/2024, approval of Invoices from 11/18/24 totaling $ 105,172.14, and payroll for the period of 11/15/24 in the amount of $ 52,152.21. The items of the consent agenda were voted on separately.

Motion was made by Matt and seconded by Kyle for approval of the Meeting Minutes. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, and Dawn Hanafin-yes. Motion carried 5 yeas, 0 nays.

Motion was made by Kyle and seconded by Matt for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Ron Legner -yes, Patti Welander-yes, Kyle Merkle- yes, and Dawn Hanafin- abstain. Motion carried 4 yeas, 0 nays, 1 abstain.

In Staff Reports, Scott reported the new concrete floor for the cold storage building is complete. Surveying is in progress for the plat upgrade. An update meeting will be scheduled in the next 2-3 weeks with Donohue Engineering.

Perry reported the valve on W Elm has been replaced, leaks on S. Chestnut are repaired, curb stops have been repaired, and Jacobs Engineering will be on-site at the plant starting 11/19/24. An error at the lab will result in a violation being reported in the next water quality report but a letter from the lab explaining the situation will also be included.

Matt Albers from Dimond Bros. Insurance presented the health / dental / vision insurance renewal packages and the applicable changes.

Motion by Kyle was seconded by Matt for approval of the health insurance quote from Health Alliance totaling $284,768, Dental coverage for $18,211, and $3,017 for vision coverage for a combined cost of $305,966.00. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, and Dawn Hanafin-yes. Motion carried 5 yeas, 0 nays.

Dave opened the discussion to purchase a self-contained above ground Air Curtain Firebox to dispose of burnable landscape waste. Discussion was a general overview of what the Firebox does and how it works. The information was well received. More details were requested along with equipment to possibly facilitate leave pickup.

In old and new business, the mayor requested a restatement of the allowed use of the bulk waste / landscape waste areas at the public works building. It is for City utility customers only. People living outside Le Roy city limits must find other options.

Dave said there’s an offer in place for the old Dollar General building on East St. No other details are available.

Dave also explained the well easement is complete. Ownership of the land will return to township when the well is eventually abandoned.

The possibility of an animal protection ordinance was discussed specifically relating to residents with multiple animals.

The executive session not being necessary, the mayor called for a motion to adjourn.

Motion to adjourn by Kyle was seconded by Matt. Roll call: Matt Steffen-yes, Ron Legner-yes, Patti Welander-yes, Kyle Merkle- yes, and Dawn Hanafin-yes. Motion carried 5 yeas, 0 nays.

The meeting was adjourned at 7:52 PM.
