City of Pontiac City Council met Nov. 18.

Here are the minutes provided by the council:

PUBLIC HEARING

Mayor Alvey stated that the Public Hearing is starting at 7:01 P.M. regarding the Annexation of Redwood Homes, LLP. City Administrator, Jim Woolford, explained the meeting's need and the annexation to the City and annexation agreement. Representative, Mr. Ron Steed, from Redwood, LLP told Council and Public what the plans were for the Redwood Homes and why they were asking for the annexation. With no further questions, the Public Hearing was then closed at 7:15 P.M.

Mayor Alvey called to order the meeting of the City Council at 7:17 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Lee, Causer, Cranford, Bradshaw, Howard and Wille. Absent: Kallas and Eckhoff.

CONSENT AGENDA

Mayor Alvey stated that there were (3) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Bradshaw and second by Howard that the items on the consent agenda be approved as presented.

A. Motion by Bradshaw, second by Howard to approve the minutes of the November 4, 2024 Regular City Council meeting. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Motion by Bradshaw, second by Howard to approve payment of bills totaling $222,238.71 from all funds. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

C. Motion by Bradshaw, second by Howard to approve the street closure of the 100 block of W. Washington St, December 14th from 1:00 P.M. to 6:00 P.M. for the Annual Nathan Joerndt Carol Walk and Hosted Scavenger Hunt. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

REGULAR AGENDA

A. Ordinance 2024-0-031 - Redwood Annexation Agreement

Motion by Cranford, second by Causer to approve Ordinance 2024-0-031, an Ordinance approving the Annexation Agreement between the City and ILPO Redwood MHP, LLC as written. Ŏn a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Main Street Award Recognition

Misty Bell with the MainStreet Program introduced the Illinois Lt. Governor's Mainstreet Awards given to Hannah Lee for Wayfaring Design; Promotion Award giving to the Pontiac Newsletter; Organization Award to Misty Bell for the Xmas Tree Sponsorship Program; Volunteer Award to Roger & Kathy Sutter; Brenda Thompson for Volunteer of the Year and Bob Karls for the Board Member of the Year.

C. Ordinance 2024-0-030 - RP Lumber Sign

Mr. Sam York, General Manager of RP Lumber explained the want of a variance.

Motion by Causer, second by Giovanini to approve Ordinance 2024-0-030, an Ordinance granting a variance requesting a replacement of a sign, to the height 60'. On a roll call vote motion carried 6-2. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, and Wille. Nay votes recorded: Bradshaw and Howard.

D. Approval - Airport Insurance Renewal

Motion by Barr, second by Cranford to approve the renewal of the airport insurance at a cost of $7,900.00 with Old Republic Insurance Co. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

E. Liability Insurance Renewal

Motion by Causer, second by Wille to approve the City's Liability Insurance at a cost of $541,394.00. On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

F. 2nd Quarter Financials

City Administrator, Jim Woolford presented the 2nd quarter financials for the City asking if there were any questions. A more complete update with be brought to Council as soon as complete.

Mayor Comments

Mayor Alvey reminded Council about the Committee of the Whole on Tuesday November 26th at 5:30 P.M. He also noted that he has been told that there has been a good response to the Housing Survey.

Administrator Comments

Jim Woolford said the Ice Rink is almost done and the Visit Pontiac Website is also almost complete.

Council Comments

Alderwomen Howard wanted to thank Jim Woolford for his address at the Veterans Day ceremony.

Executive Session

Motion by Cranford, second by Giovanini to adjourn to Executive Session for the purpose of discussing personnel matters and collective negotiations as authorized under Section 2(c)2 of the Illinois Open Meetings Act.

On a roll call vote motion carried 8-0. Aye votes recorded: Barr, Giovanini, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

Adjournment

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
