City of Bloomington Township Board of Trustees met Jan. 27.

Here are the minutes provided by the board:

The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:30 PM, Monday, January 27, 2025. The meeting was called to order by Trustee Mwilambwe who led the Pledge of Allegiance.

Consent Agenda 

Items listed on the Consent Agenda are approved with one motion; Items pulled from the Consent Agenda for discussion are listed and voted on separately. 

Trustee Crumpler made a motion, seconded by Trustee Hendricks, to approve the Consent Agenda. 

Item 5.A. Consideration and Action to Approve the Minutes of the December 9, 2024,  Regular Session of the City of Bloomington Township Board Meeting, as requested by the  Township Clerk. (Recommended Motion: The proposed Minutes be approved.) 

Item 5.B. Consideration and Action to Certify the December 2024 Statement of Funds for  the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as  requested by the Township Supervisor. (Recommended Motion: The December 2024  Statement of Funds be certified.) 

Item 5.C. Consideration and Action to Approve the January 27, 2025 General Town Fund  Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The  January 27, 2025 Request for Payment be approved.)

Regular Agenda 

The following item was presented: 

Item 6.A. A. Presentation of Proposed Fiscal Year 2026 Budget, as requested by the  City of Bloomington Township. (Recommended Motion: The proposed Fiscal Year 2026 Budget  be accepted and placed on file for a 30-day review period.) 

Township Supervisor Skillrud explained the annual review and noted questions should be directed to her.

Trustee Hendricks asked if there were any significant changes or items to highlight. Supervisor Skillrud noted $150,000 earmarked for homelessness services.

Township Assessor Steve Scudder noted the purchase of a vehicle for the Assessor Division and a potential upcoming software purchase. Assessor Scudder and Trustee Mwilambwe discussed the in-house system to be replaced had been in place since the mid nineties.

Trustee Ward and Supervisor Skillrud discussed the difference between the grant funds line items. They then discussed how the funds could be used such as modular living or locker storage for belongings. Supervisor Skillrud expanded on the modular living units noting they would cost $10,000 to 15,000 each.

Trustee Mwilambwe asked Supervisor Skillrud to share a link to a potential source of modular living units.

Trustee Hendricks and Supervisor Skillrud discussed how the $150,000 figure was decided for future planning.

Trustee Kearns asked for additional details on the Housing Eviction Relief Efforts (HERE) Program. Supervisor Skillrud explained eligibility requirements and the availability of funds.

Trustee Hendricks made a motion, seconded by Trustee Kearns, to accept the proposed Fiscal Year 2026 Budget and place on file for a 30-day review period.

Reports by Elected Officials 

The following item was presented: 

Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested  by the City of Bloomington Township.

Supervisor Skillrud noted good press coverage on the Housing Eviction Relief Efforts (HERE) Program from multiple sources which resulted in an increased call volume.

Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested  by the City of Bloomington Township.

Assessor Scudder noted the Board of Review concluded at the end of December. He reported there was an increase in complaints filed and multiple Equalized Assessed Value (“EAV”) multipliers were assessed.

Trustee Hendricks made a motion, seconded by Trustee Crumpler, to adjourn the meeting.
