City of Fairbury City Council met May 7.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Jerry Hoffman, Jim Tipton, and Bill Schmidgall. Charles Hoselton Jr was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from April 16, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall 5. Mayor Slagel opened Public Comment and the following persons provided comments: NONE

➢ All of the new basketball hoops have been put up at Marsh Park

➢ IDOT is beginning construction on Route 24 later in the season

C. Motion by Endres, second by Kinate to approve Return-to-Work Policy. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Kinate, second by Schmidgall to approve $4,768.92 quote for VFD Drive for the - Wastewater Plant. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Hoffman, second by Endres to approve $5,306.20 quote for replacement UV bulbs for wastewater treatment. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Norris, second by Weber to approve a request from First Presbyterian Church of Fairbury to reserve Sunken Park Sunday, June 22nd from 10:30 a.m. to 3 p.m. for a free music event. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

G. Consideration to approve agreement between The City of Fairbury and Illinois Council of Police(ICOPS) – Will be voted on after executive session

H. Motion by Schmidgall, second Tipton to approve the City Fiscal Budget for 2025-2026. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

I. Motion by Kinate, second by Norris to approve program and resolution of funds for 2025 MFT general maintenance program. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

J. Motion by Weber, second by Endres to approve agreement for the combining two separate platted lots. Motion carried 7-1 YES-Norris Endres Kinate Weber Tipton Schmidgall PRESENT- Hoffman

K. Motion by Tipton, second by Kinate to approve road closure request from Dave’s Supermarket to block 3rd St from 7 a.m. – 2 p.m. for the Annual Customer Appreciation “Pig-Out” Tuesday, June 10th, 2025. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

L. Motion by Weber, second by Norris to approve $1,634 quote for handheld radars for the Police Dept. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

Motion by Kinate, second by Norris to enter Open Session @ 7:05 p.m.

ACTION AFTER EXECUTIVE SESSION

10G. Motion by Schmidgall, second by Norris to approve agreement between The City Of Fairbury and Illinois Council of Police (ICOPS). Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

14. Adjournment – Motion by Kinate, second by Tipton to adjourn at 7:07 p.m.
