City of Fairbury City Council met May 21.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Jerry Hoffman, Jim Tipton, and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Endres, second by Hoselton Jr to approve the following items on the Consent Agenda:

A. Minutes from May 7, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0 YES- Norris Endres Hoselton Jr Kinate Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets - Lonnie Rhoads, Superintendent - absent

→ Fire – Josh Hoselton, Chief - absent

→ Sewer – Bruce Pride, Asst. Superintendent – absent

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief - absent

→ City – Brett Ashburn, Superintendent reported

➢ Stafford Pool opens for the season on May 24th

➢ The Street Dept replaced grates along the pool

→ Legal – Matt Schrock, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris gave an update on the pool opening and swim team.

→ Alderman Endres - none

→ Alderman Hoselton Jr inquired about cleaning the water tower.

→ Alderman Kinate asked for an update on the impounded vehicles held at the Water Dept.

→ Alderman Weber - absent

→ Alderman Hoffman - none

→ Alderman Tipton – none

→ Alderman Schmidgall - none

10. New Business – Discussion/Action Items

A. Motion by Endres, second by Norris to approve a donation of $2,500 to the Fairbury Fair Board. Motion carried 7-0 YES- Norris Endres Hoselton Jr Kinate Hoffman Tipton Schmidgall

B. Motion by Endres, second by Norris to approve a $500 donation to the Indian Creek Jr. Golf Club. Motion carried 6-1 YES Norris Endres Hoselton Jr Hoffman Tipton Schmidgall NO Kinate

C. Motion by Schmidgall, second by Kinate to approve an ordinance adopting Municipal Grocery Retailers’ Occupation Tax and Municipal Grocery Service Occupation Tax. Motion carried 7-0 YES- Norris Endres Hoselton Jr Kinate Hoffman Tipton Schmidgall

D. Motion by Endres, second Hoffman to approve raise of bulk water rates. 7-0 YES- Norris Endres Hoselton Jr Kinate Hoffman Tipton Schmidgall

11. Other Items for Discussion & Information

➢ The ribbon cutting for the new Boys & Girls Club Intergenerational Center is at 11a.m. on May 23rd, 2025.

➢ The First Presbyterian Church canceled their event at Sunken Park previously approved for June 22nd.

12. Public Comment

➢ Diane Pawlowski asked questions about grocery tax

13. Executive Session

Motion by Norris, second by Kinate to enter Exec. Session at 6:54 p.m.

A. Personnel- Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance

Motion by Schmidgall, second by Kinate to enter Open Session @ 7:34 p.m.

ACTION AFTER EXECUTIVE SESSION

NONE

14. Adjournment – Motion by Kinate, second by Hoselton Jr to adjourn at 7:35 p.m.
