City of Fairbury City Council met June 4.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:31 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Jim Tipton, and Bill Schmidgall. Bruce Weber and Jerry Hoffman were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton Jr to approve the following items on the Consent Agenda:

A. Minutes from May 21, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

NONE

6. Reports of Departments

→ Streets - Lonnie Rhoads, Superintendent - none

→ Fire – Josh Hoselton, Chief reported -

➢ Fire Truck is at CIT needing repairs

→ Sewer – Bruce Pride, Asst. Superintendent –

➢ Thanked Council for promotion to Superintendent after his completion of Sewer Certification Tests

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief - absent

→ City – Brett Ashburn, Superintendent reported -

➢ Officially certified the first City employee with a CDL certification

→ Legal – Matt Schrock, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris - none

→ Alderman Endres reported on vandalism increasing at North & Marsh Park

→ Alderman Hoselton Jr - none

→ Alderman Kinate inquired about potential locks on dumpsters

→ Alderman Weber - absent

→ Alderman Hoffman - absent

→ Alderman Tipton inquired about pickle ball court updates and reported on the open house at the new Boys and Girls Club Intergovernmental center

→ Alderman Schmidgall - none

10. New Business – Discussion/Action Items

A. Motion by Endres, second by Norris to approve $2,600 purchase of thermal imager equipment for Fire Department. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

B. Motion by Schmidgall, second by Hoselton Jr to approve $7,416 lighting upgrade for Fire Truck 241. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

C. Consideration to approve revised pay ordinance – Will be voted on after Executive Session

13. Executive Session

Motion by Kinate, second by Schmidgall to enter Exec. Session at 6:51 p.m.

A. Personnel- Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance

Motion by Kinate, second by Norris to enter Open Session @ 7:45 p.m.

ACTION AFTER EXECUTIVE SESSION

10C. Motion by Kinate, second by Schmidgall to approve revised pay ordinance with amendment made in Executive Session. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

14. Adjournment – Motion by Norris, second by Tipton to adjourn at 7:46 p.m.
