City of Fairbury City Council met July 2.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Jim Tipton, and Bill Schmidgall. Bruce Weber and Jerry Hoffman were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton Jr to approve the following items on the Consent Agenda:

A. Minutes from June 18, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Brian J Munz Scholarships were awarded by Jim and Jeanne Munz

6. Reports of Departments

→ Streets - Lonnie Rhoads, Superintendent - none

→ Fire – Josh Hoselton, Chief - none

→ Sewer – Bruce Pride, Superintendent – absent

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief requested executive session for personnel

→ City – Brett Ashburn, Superintendent reported

➢ IDOT will begin Route 24 updates on Monday July 7th with patchwork. July 14th will begin ripping out curbs at intersections. July 28th will begin milling. Sidewalks will be done after the road. This schedule is weather dependent.

→ Legal – Matt Schrock, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris gave updates on the sand volleyball courts & commended Faith Bachtold on her job as On-Site Pool Manager

→ Alderman Endres - none

→ Alderman Hoselton Jr - none

→ Alderman Kinate inquired about swimmer attendance at the pool.

→ Alderman Weber - absent

→ Alderman Hoffman - absent

→ Alderman Tipton inquired about the pads for the basketball hoops at Marsh Park.

→ Alderman Schmidgall acknowledged the passing of Nina Hoselton.

9. Old Business – Discussion/Action Items

A. Motion by Kinate, second by Norris to approve Project and OSLAD Grant services agreement with Farnsworth Group for future park acquisition and development. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Schmidgall, second by Endres to approve request from the Dominy Library Board to reappoint Marcia Walter and appoint Jason Whitfill to the Library Board. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

B. Motion by Hoselton Jr, second by Endres to approve new street to be named Westfield Dr.

Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Tipton Schmidgall

C. Consideration to approve quote for additional camera security for various locations TABLED

D. Consideration to approve quote for installation of automatic door locks for park restrooms. TABLED

E. Motion by Kinate, second by Schmidgall to approve agreement with Rural Fire District.

11. Other Items for Discussion & Information

➢ The Bid Opening for MFT work will be on July 3rd at 11:30 a.m. at City Hall

Motion by Schmidgall, second by Kinate to enter Exec. Session at 7:14 p.m.

A. Personnel- Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance

B. Acquisition of Real Property- Section 2(c)(5)- The purchase or lease of real property for the use of the public body

Motion by Norris, second by Hoselton Jr to enter Open Session @ 7:27 p.m.
