City of Fairbury City Council met July 16.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:31 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Bruce Weber, and Jerry Hoffman. Jim Tipton and Bill Schmidgall were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Endres, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from July 2, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Dale Maley inquired about Route 24 construction

→ Streets - Lonnie Rhoads, Superintendent - none

→ Fire – Josh Hoselton, Chief - absent

→ Sewer – Bruce Pride, Superintendent – none

→ Water – Mike Mellott, Superintendent – none

→ Police – Robert McCormick, Chief - absent

→ City – Brett Ashburn, Superintendent reported

➢ Stafford Pool is hosting a belly flop contest at July 24th at 1 p.m.

→ Legal – Matt Schrock, City Attorney – absent

→ Alderman Norris - none

→ Alderman Endres - none

→ Alderman Hoselton Jr - none

→ Alderman Kinate inquired about Route 24 construction

→ Alderman Weber discussed parking on S 5th St

→ Alderman Hoffman - none

→ Alderman Tipton - absent

→ Alderman Schmidgall - absent

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

A. Motion by Weber, second by Endres to approve quote for additional camera security for various locations. Motion carried 3-4 YES- Norris Endres Weber NO- Hoselton Jr Kinate Hoffman. Mayor Slagel- NO. Motion failed due to lack of majority

B. Motion by Hoselton Jr, second by Hoffman to approve $11,000 quote for installation of automatic door locks for park restrooms. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Norris to approve Appropriation ordinance for fiscal year 2025- 2026. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

B. Motion by Endres, second by Hoselton Jr to approve awarding the 2025-2026 Motor Fuel work to Gray’s Material Service for $27,759.60. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

C. Motion by Kinate, second by Endres to approve amendment to Municipal Code, Chapter 12 Section .08. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

D. Motion by Hoselton Jr, second by Kinate to approve a request from the United Way to hold a lunch in the park fundraiser at Sunken Park July 21st. 10 a.m. – 2 p.m. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Hoffman

11. Other Items for Discussion & Information

➢ FYI about Fairview Haven requesting help with materials for new build

13. Executive Session

Motion by Norris, second by Kinate to enter Exec. Session at 7:11 p.m.

A. Personnel- Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance

Motion by Kinate, second by Norris to enter Open Session @ 7:30 p.m.

ACTION AFTER EXECUTIVE SESSION

NONE

14. Adjournment – Motion by Norris, second by Kinate to adjourn at 7:32 p.m.
