City of Fairbury City Council met Aug. 6.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Bruce Weber, and Jim Tipton. Jerry Hoffman and Bill Schmidgall were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from July 16, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

5. Mayor Slagel opened Public Comment and the following persons provided comments: NONE

B. Motion by Endres, second by Hoselton Jr to approve new residential garbage rate increase to $16.50. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

C. Motion by Kinate, second by Norris to approve 180k for funding toward material costs for Autumn Glen subdivision. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

D. Motion by Endres, second by Norris to approve $3,500 quote for signage for Wastewater Treatment Plant buildings. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

E. Motion by Endres, second by Kinate to approve proposal for valve insertions on water mains along Oak Street. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

F. Motion by Weber, second by Hoselton Jr to approve $1,923.50 quote for repairs to jib cranes at Wastewater Plant. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

G. Motion by Weber, second by Norris to approve street closure request on Wanda Ln between Northview Dr and Kring Ln for a block party on September 7th, 2025 from 3-5 p.m. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

H. Motion by Endres, second by Hoselton Jr to approve a street closure request of 9th St from a residence at 612 E Elm St to Walnut St for an auction on August 23rd, 2025 from 7 a.m. – 4 p.m. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

I. Motion by Endres, second by Norris to approve an Alcohol on City Streets application from El Jarocho Bar & Grill. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

J. Motion by Kinate, second by Endres to approve a street closure request of Locust St in front of El Jarocho Bar & Grill August 29th, 2025 from 6-11 p.m. Motion carried 6-0 YES Norris Endres Hoselton Jr Kinate Weber Tipton

K. Motion by Kinate, second by Tipton to approve $2,045 to update City Hall firewall. Motion carried 6-0 YES- Norris Endres Hoselton Jr Kinate Weber Tipton

➢ Brad Duncan and other members from the community came to express their desire for side by sides on City Streets.

13. Executive Session

Motion by Kinate, second by Tipton to enter Exec. Session at 7:14 p.m.

A. Personnel- Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance

Motion by Kinate, second by Norris to enter Open Session @ 7:40 p.m.

ACTION AFTER EXECUTIVE SESSION

14. Adjournment – Motion by Norris, second by Tipton to adjourn at 7:41 p.m.
