City of Fairbury City Council met Sept. 17.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Steve Endres, Jon Kinate, Bruce Weber, Jim Tipton, and Bill Schmidgall. Gary Norris, Charles Hoselton Jr, and Jerry Hoffman were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Tipton to approve the following items on the Consent Agenda:

A. Minutes from September 3, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Jill Hammond shared various concerns and observations of the community ➢ Adam Dontz from the GLCEDC shared he has accepted another position out of state and expressed gratitude working with Fairbury businesses

6. Reports of Departments

→ Streets - Lonnie Rhoads, Superintendent – none

→ Fire – Josh Hoselton, Chief - absent

→ Sewer – Bruce Pride, Superintendent – none

→ Water – Mike Mellott, Superintendent - absent

→ Police – Robert McCormick, Chief - absent

→ City – Brett Ashburn, Superintendent reported

➢ Stickers for ROV registration have been ordered. Once stickers are received, a post will be made on City Website and Facebook letting people know they can now register for 2026.

→ Legal – Matt Schrock, City Attorney reported

➢ Attended the Zoning Board of Appeals meeting for 401 W Walnut St requesting rezoning

7. Reports of Aldermen

→ Alderman Norris - absent

→ Alderman Endres thanked City Superintendent Ashburn for looking into reestablishing an abandoned alley for a constituent

→ Alderman Hoselton Jr - absent

→ Alderman Kinate - none

→ Alderman Weber - none

→ Alderman Hoffman - absent

→ Alderman Tipton asked for an update on Marsh Park basketball courts and inquired about patching a gravel strip on Hickory St

→ Alderman Schmidgall – none

A. Motion by Kinate, second by Endres to approve maintenance agreement with Braniff Communication for Outdoor Warning Siren System. Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

B. Motion by Schmidgall, second by Weber to approve $16,325 quote for wastewater valve replacement. Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

C. Motion by Weber, second by Kinate to approve street closure & alcohol on City Streets request from El Jarocho Bar & Grill on Locust St in front of El Jarocho Bar & Grill on September 26th, 2025 from 6:30 – 10 p.m. Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

D. Motion by Tipton, second by second by Schmidgall to approve $20,835 quote for purchase of mower for Street Dept. Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

E. Motion by Schmidgall, second by Endres to approve ordinance establishing a 4 way stop at Pine St., 6th St. & Oak Grove Rd. Motion carried 4-0 YES-Endres Kinate Weber Schmidgall NO- Tipton

F. Motion by Weber, second by Tipton to approve a request from the Student Senate of Prairie Central High School to use City Streets on Friday, October 3rd, at 2:30 p.m. continuing for one half-hour for the annual Homecoming Parade. Motion carried 5-0 YES-Endres Kinate Weber Tipton Schmidgall

G. Motion by Kinate, second by Endres to approve street closure & alcohol on City Street request from Crazy Crain’s from 12 p.m.-1 p.m. on Locust St from 1st-2nd St on Saturday, October 11th, 2025. Motion carried 4-0 YES-Endres Kinate Tipton Schmidgall NO- Weber

12. Public Comment

➢ Diane Pawlowski thanked Street Dept for fixing the clock tower

13. Executive Session

Motion by Schmidgall, second by Kinate to enter Exec Session at 7:12 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance.

Motion by Kinate, second by Tipton to enter Open Session @ 7:17 p.m.

Action from Executive Session:

14. Adjournment – Motion by Weber, second by Kinate to adjourn at 7:18 p.m.
