1. CALL TO ORDER:
Liquor Commission Koos called the Special Meeting of the Normal Local Liquor Control Commission to order at 6:58 p.m., Monday, September 16, 2024.
2. ROLL CALL:
The Secretary called the roll with the following persons physically
PRESENT: Commissioner Chris Koos and Commission Members Kevin McCarthy, Kathleen Lorenz, Scott Preston, Karyn Smith, Andy Byars and Chemberly Harris.
ABSENT: None.
3. APPROVAL OF MINUTES: SPECIAL MEETING – JUNE 3, 2024:
MOTION:
Mr. McCarthy moved, seconded by Mr. Preston, the Minutes of the Special Meeting of the Normal Local Liquor Control Commission of June 3, 2024, be Approved.
AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.
NAYS: None.

4. COMPLAINT AND CITATION:
A. CASE 2024-LC-6: CASEY'S RETAIL COMPANY, D/B/A Casey's #2267, 1930 N. Linden Street, Normal, IL:
On June 28, 2024, Casey’s Retail Company, d/b/a/ Casey’s #2267, 1930 N. Linden Street, furnished alcohol to a person under 21 years of age. A Stipulation, Guilty Plea, and Settlement Agreement was proposed on August 9, 2024, for a fine in the amount of $250.00, as this was the first offense for this establishment in two years. Commissioner Koos entered an Order on August 9, 2024, for a fine in the amount of $250.00, which has been paid by the establishment.
B. CASE 2024-LC-7: GAMES ON MAIN, LLC., D/B/A Jackpot Janes, 1101 N. Main Street, Suite 1B, Normal, IL:
On June 28, 2024, Games on Main, LLC., d/b/a/ Jackpot Janes, 1101 N. Main Street, Suite 1B, furnished alcohol to a person under 21 years of age. A Stipulation, Guilty Plea, and Settlement Agreement was proposed on August 9, 2024, for a fine in the amount of $250.00, as this was first offense for this establishment in two years. Commissioner Koos entered an Order on August 9, 2024, for a fine in the amount of $250.00, which has been paid by the establishment.
C. CASE 2024-LC-8: HIGHLAND PARK CVS, LLC., D/B/A CVS Pharmacy #8043, 100 S. Fell Street, Suite 103, Normal, IL:
On June 28, 2024, Highland Park CVS, LLC., d/b/a/ CVS Pharmacy #8043, 100 S. Fell Street, Suite 103, furnished alcohol to a person under 21 years of age. A Stipulation, Guilty Plea, and Settlement Agreement was proposed on August 9, 2024, for a fine in the amount of $500.00, as this was the second offense for this establishment in two years. Commissioner Koos entered an Order on August 9, 2024, for a fine in the amount of $500.00, which has been paid by the establishment.
D. CASE 2024-LC-9: HACIENDA LEON II, INC., D/B/A Hacienda Leon, 1 Uptown Circle, Normal, IL:
On June 28, 2024, Hacienda Leon II, Inc., d/b/a/ Hacienda Leon, 1 Uptown Circle, furnished alcohol to a person under 21 years of age. A Stipulation, Guilty Plea, and Settlement Agreement was proposed on August 9, 2024, for a fine in the amount of $500.00, as this was the second offense for this establishment in two years. Veterans Parkway, Suite 500, Normal, Illinois contingent on the payment of license fees and any outstanding inspections from the McLean County Health Department, Normal Fire Inspections Division, or Normal Building Inspection Department.

College Avenue, Unit J, Normal, Illinois contingent on the payment of license fees and any outstanding inspections from the McLean County Health Department, Normal Fire Inspections Division, or Normal Building Inspection Department.

College Avenue, Suite A1, Normal, Illinois contingent on the payment of license fees and any outstanding inspections from the McLean County Health Department, Normal Fire Inspections Division, or Normal Building Inspection Department.
