City of Fairbury City Council met Oct. 1.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton Jr, Jon Kinate, Bruce Weber, Jerry Hoffman, Jim Tipton. Bill Schmidgall was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Endres, second by Hoffman to approve the following items on the Consent Agenda:

A. Minutes from September 17, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Deb Moran came to inform council on the ESDA meeting on November 17th at 6:30 p.m.

→ Streets - Lonnie Rhoads, Superintendent – absent

→ Fire – Josh Hoselton, Chief - none

→ Sewer – Bruce Pride, Superintendent – none

→ Water – Mike Mellott, Superintendent reported

➢ Dry weather is causing wells to be low, may need to have restrictions if it doesn’t rain

→ Police – Robert McCormick, Chief - none

→ City – Brett Ashburn, Superintendent reported

➢ Attended an advisory meeting hosted by Jason Bunting

→ Legal – Matt Schrock, City Attorney - absent

7. Reports of Aldermen

→ Alderman Norris - none

→ Alderman Endres - none

→ Alderman Hoselton Jr - none

→ Alderman Kinate inquired about a property with tall grass

→ Alderman Weber - none

A. Motion by Hoffman, second by Hoselton Jr to approve the 2024-2025 Audit as presented by MCK CPAs & Advisors. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

B. Motion by Kinate, second by Endres to approve joining IPWMAN for Mutual Aid. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

C. Motion by Hoffman, second by Norris to approve ordinance changing zoning classification at 401 W Walnut to commercial based on Zoning Board recommendation. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

D. Motion by Hoselton Jr, second by Kinate to approve Homefield Energy Power pricing for 22 months for Municipal buildings. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

E. Motion by Kinate, second by Weber to approve the $11,871.50 purchase of a new locater for utility marking. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

F. Motion by Norris, second by Hoffman to approve a 5k fundraiser hosted by the PCHS

Wrestling team on November 15th, at 9 a.m. starting at the Baptist Church parking lot continuing onto the walking trail and ending at North Park Parking Lot. Motion carried 7-0

G. Motion by Endres, second Weber to approve purchase of a new Fire hose. Motion carried

H. Motion by Kinate, second by Endres to approve purchase of Starcom pagers for Fire. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

I. Motion by Hoselton Jr, second by Kinate to approve quote for Fire hydraulic hose repair. Motion carried 7-0 YES-Norris Endres Hoselton Jr Kinate Weber Hoffman Tipton

➢ Superintendent Ashburn discussed a delinquent utility bill property with Council

➢ Diane Pawlowski inquired about Zoning meeting minutes

13. Executive Session

Motion by Norris, second by Kinate to enter Exec Session at 7:05 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance.

Motion by Kinate, second by Norris to enter Open Session @ 7:50 p.m.

Action from Executive Session:

14. Adjournment – Motion by Kinate, second by Hoselton Jr to adjourn at 8:00 p.m.
