City of Lexington City Council met Aug. 13.

Here is the minutes provided by the Council:

The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.

Mayor Johansen led the council in the Pledge of Allegiance.

Roll call was taken to find the following physically present: Mayor Johansen, Alderman Schreiber, Alderman Stover, Alderman Colclasure, Alderman Fosen, Alderman Richard and Alderwoman Wilson. Members of the staff and public present were: Don Cavallini, Chief Belvery and John Franklin.

It was moved by Alderwoman Wilson and seconded by Alderman Colclasure to approve the minutes of the July 23, 2018 regular City Council meeting. Motion carried unanimously.

It was moved by Alderman Fosen and seconded by Alderman Stover to approve the Treasurer’s Report in the amount of $28,498.52. Original total was $16,498.52 with a late TIF request from DaT Bar in the amount of a $6,000 grant and a $6,000 loan. The work on DaT Bar has been completed and the money was disbursed to satisfy the contract. Motion carried unanimously.

Public Input: None

Old Business: Discussion/Vote Appropriation Ordinance 2018-6: This is standard procedure and the same ordinance that we discussed at the special meeting two weeks ago.

Motion was made by Alderman Fosen and seconded by Alderman Stover to approve Appropriation Ordinance City of Lexington Ordinance 2018-6. Motion carried unanimously.

Vote to Go into Closed Session: This was cancelled till a later date.

Committee Reports:

Mayor's Report: Casey’s is moving forward at a slow pace. They are talking about prices and negotiating the price of the property. They did meet with the County and there is a certain section of the right of way out there that Casey’s wanted for their property and the County is going to deed that over to us and we in turn will deed that over to Casey’s. Alderman Stover and Mayor Johansen have been talking about the approach and a road going thru there and will have more information but he feels we will hear something by the end of the week.

Also, some discussion was brought up about a possible hotel in that area. There are two parties interested as investors but it will take more investors. Mayor Johansen is going to have a meeting on Monday in Minooka on this.

Mayor Johansen had a meeting with Corn Belt Energy about possibly putting street lights on P. J. Keller Hwy. They are looking at some ways they can do that. There is a lot of pedestrian traffic and deer out that way.

Kemp’s Street Fest is coming up August 24th, Castle Gardens’ has their big event August 25th and the governor is here August 26th. August 27th is Alderman Fosen’s last meeting.

Police: Alderman Richard wanted to remind everyone the Street Fest is August 24th, Castle Gardens’ concert is the 25th and that is the same time as the MADD campaign.

Chief Belvery was contacted last month by MADD, Mothers Against Drunk Driving. We are going to participate by putting on an extra patrol that Saturday night, which we were going to have an extra patrol on because of the concert at the Gardens. Chief Belvery will be sending an officer down to Normal where all the participating agencies in McLean County will be having a roll call where they go over what they will be doing. The officer will be working in Lexington and will be targeting impaired driving. Chief Belvery thinks it is good that we work with State Police, County and other local jurisdictions to curb impaired driving.

We will have officers on to assist the State Police with the governor’s arrival, Chief Belvery, the regular shift officer and one other officer. Just traffic control to get him in and out.

We have four officers working the street dance, Chief Belvery and three other officers along with Jon’s security that he hires.

Alderman Richard wanted to make sure everyone had seen the letters from the full time police officer that was hired. The problems in the statute change. The update is that he has filed the paper work to try and rectify that problem to see if he can be qualified. Alderman Richard would still like to verify the statute and discuss some other things.

The next meeting will be their official swearing in. They were accepted to the academy earlier than anticipated and they need to be sworn in.

Chief Belvery stated that Brian Schultz was finished with his evaluations and Alex Lorsbach would be finished on Thursday. They need to be sworn in by Saturday in order to take the next training class. We have already voted to hire them. The swearing in can be done in the Mayor’s office and then do the official one with their families present at the next council meeting but they must be sworn in before they can take fire arms training. That is also on August 25th.

Alderman Richard wanted to check with the City Attorney to make sure that that was acceptable and then will set it up with Mayor Johansen.

Mayor Johansen wants to make sure that everything they need to do before hand is completed.

Chief Belvery assured Mayor Johansen that everything should be in order before Saturday. He has done the leg work, they have been finger printed and sent off to the State and the FBI and their turn around is pretty quick.

There being no further business, motion was made by Alderwoman Wilson to adjourn at 7:13 P.M. Motion carried by unanimous voice vote.
