McLean County Land Use and Development Committee met May 2.

Here is the minutes provided by the committee:

Members Present: Chairman Chuck Erickson, Members Laurie Wollrab,

Members Jacob Beard, Lyndsay Bloomfield, Sharon Chung and Shayna Watchinski

Members Absent: Member George Wendt

Other Board Members Present: Members George Gordon and Logan Smith

Staff Present: Mr. Bill Wasson, County Administrator, Mr. Eric Schmitt, Administrative Services Director and Ms. Julie Morlock, Recording Secretary; Jessica Woods, First Assistant State’s Attorney Civil Division; Mr. Trevor Sierra, Assistant State’s Attorney

Department Heads/Elected Officials Present: Mr. Phil Dick, Director of Building and Zoning

Others Present:

Chairman Erickson called the meeting to order at 3:30 p.m. declared a quorum and presented the minutes from the April 4, 2019 regular meeting for approval.

Motion by Chung/Watchinski to approve the minutes from the April 4, 2019 regular meeting.

Motion Carried.

Chairman Erickson presented bills that had been reviewed and recommended by the County Auditor with a prepaid total and fund total of $12,527.52.

Mr. Phil Dick, Building and Zoning presented for action a request by Peter and Leslie Betz for a waiver of preliminary plan requirements and a one-lot subdivision final plat for the Betz Subdivision, File No. S-19-03. Mr. Dick indicated the Health Department and Highway Department have signed off, but Mr. Betz still needs an entrance permit and a plat access certificate from the Danvers Township Road Commissioner, but would get those before recorded.

Motion by Beard/Wollrab to recommend approval of a request by Peter and Leslie Betz for a waiver of preliminary plan requirements and a one-lot subdivision final plat for the Betz Subdivision, File No. S-19-03.

Motion Carried.

Mr. Dick presented for action a request by Scott D. Will for a waiver of preliminary plan requirements and a one-lot subdivision final plat for the Brines Subdivision, File No. S-19-04. Mr. Dick showed aerial photos of property near Lake Bloomington. He indicated the County Engineer had issued a plat access certificate for this property and that the County Engineer and Health Department both recommended approval. Ms. Wollrab asked if property included a house. Mr. Dick indicate it did not.

Motion by Chung/Wendt to recommend approval of a request by Scott D. Will for a waiver of preliminary plan requirements and a one-lot subdivision final plat for the Brines Subdivision, File No. S-19-04.

Motion Carried.

Chairman Erickson presented for action a request by staff to approve an updated Storm Water Management Plan to the Illinois Environmental Protection Agency. He turned the floor over to Mr. Hohulin who indicated this document is required to be filed every five years. Ms. Wollrab asked if this is just for McLean County or the municipalities. Mr. Hohulin indicated the municipalities file their own report. He further explained they work in collaboration with the Ecology Action Center for the plan for the County and Municipalities. Mr. Beard asked him to point out the major changes from the last time report. Mr. Hohulin indicated there were not significant changes in plan, but percentages of outreach has increased. Mr. Beard asked if there were things they should note for the future. Mr. Hohulin indicated that the plan tries to address best management for construction plans, etc. Mr. Dick indicated this plan also covers what people should and should not dump into streams. Mr. Hohulin added that it also covers monitoring chemicals put on fields and applied with landscaping that could run off into streams. Mr. Dick also indicated they monitor erosion control for construction sites, which is listed in this report.

Motion by Wendt/Wollrab to recommend approval of a request by staff to approve an updated Storm Water Management Plan to the Illinois Environmental Protection Agency.

Motion Carried.

Chairman Erickson indicated there were no position filed in the last 30 days and the next meeting would be June 6, 2019 at 3:30 p.m.

Under other business, Mr. Dick indicated they were notified by the Illinois Housing Development Authority that McLean County’s reimbursement request for demolition job in Weston had been approved. He also indicated they processed 57 wind turbine permits. Mr. Beard asked him if there had been an update on the solar lottery with the State. Mr. Dick indicated that only one of the applications submitted to McLean County won the lottery and he had not gotten further information from the State on the program, but would update the Committee as soon as they did.

Chairman Erickson asked if there was anything further for the Committee; hearing nothing, he adjourn the meeting at 3:48 p.m.
