McLean County Transportation Committee met May 7.

Here is the minutes provided by the committee:

Members Present: Chairman William Caisley Members Randall Martin, Josh Barnett Logan Smith, Shayna Watchinski and via remote attendance Gerald Thompson

Members Absent: Member Elizabeth Johnston

Other Members Present: None

Staff Members Present: Mr. William Wasson, County Administrator, Jessica Woods

First Assistant State’s Attorney Civil Division, Ms. Julie

Morlock, Recording Secretary

Department Heads Present: Mr. Jerry Stokes, County Engineer,

Others Present: Mr. Luke Hohulin, Assistant County Engineer

The meeting was called to order by Chairman Caisley at 8:00 a.m. and he declared a quorum.

Chairman Caisley presented the April 2, 2019 meeting minutes for review and approval.

Motion by Smith/Watchinski to approve the April 2, 2019 regular meeting minutes as amended.

Motion Carried.

Chairman Caisley presented the bills for review and approval in the amount of $227,970.49.

Chairman Caisley confirmed no appearances by members of the public or employees.

Chairman Caisley presented for action a Resolution for April 24, 2019 Construction Letting. Mr. Stokes indicated that there were three items under this Letting: the rebidding from last month for the oil and chip work for townships, and putting down oil and chip to complete bridge approaches on Schafer Bridge that was constructed in 2018, and the Money Creek Bridge project.

Motion by Thompson/Barnett to recommend approval of a Resolution for April 24, 2019 Construction Letting

Motion Carried.

Chairman Caisley presented for action a Motor Fuel Tax Resolution and Matching Tax Resolution for Gillum Road – Section 18-00074-03-RS. Mr. Stokes indicated this is a resurfacing project where they will also widen curves on section of this road from Prochnow Bridge to US Route 150.

Motion by Martin/Smith to recommend approval of a Motor Fuel Tax Resolution and Matching Tax Resolution for Gillum Road – Section 18-00074- 03-RS.

Motion carried.

Chairman Caisley presented for action a request to approve a Bridge Construction Petition for Joint Culvert Replacement #1, Bellflower Road District. Mr. Stokes indicated they had been contacted by Road Commissioner and agreed that culvert needed to be replaced as it gets a lot of water over the road at this point.

Motion by Thompson/Barnett to recommend approval of a Bridge Construction Petition for Joint Culvert Replacement #1, Bellflower Road District.

Motion carried.

Chairman Caisley presented for action a request to approve Emergency Appropriation Ordinance – McLean County Bridge Fund 0121. Mr. Stokes indicated that when they were working up estimates during budget last year they did not take into account need of rock and silt curtain for Money Creek Bridge and also Lawndale Township has a bridge project that needs to be addressed where road is settling because water is undermining the abutment.

Motion by Smith/Watchinski to recommend approval of Emergency Appropriation Ordinance – McLean County Bridge Fund 0121.

Motion Carried.

Chairman Caisley indicated there were no new hires at the Highway Department. Chairman Caisley asked if there would be interns. Mr. Stokes indicated there would be one engineering intern and six interns in the maintenance area.

Chairman Caisley indicated next item on agenda was discussion of annual field trip. Mr. Stokes indicated they might have some projects for them to view if trip is in August. Mr. Stokes indicated he also shows pictures of projects and if they would rather not go on the tour but utilize pictures, they could choose to do that. Mr. Martin suggested going in August. Mr. Caisley indicated that he would not be there but they could go ahead with field trip at that time. Mr. Stokes went over projects they might view. Mr. Caisley indicated they could revisit trip next month when there was a better idea of projects to view.

Chairman Caisley asked if there was any other business to come before the Committee. Mr. Thompson asked if there were any plans to widen Ireland Grove Road east of Towanda Barnes. Mr. Stokes indicated that was annexed by the City when the subdivision was built. Mr. Wasson went over history of the subdivision and schools in that area and decisions to expand at that time. Mr. Wasson also went over zoning for churches and schools in agriculture districts. He stated that large-scale developments would require sewer and water and would likely be annexed by the City and Town and so the Councils had and have control over some of this. Mr. Wasson stated that many of the improvements we have at that location have been compromises with the City and will continue to be the subject of ongoing conversations and compromises between County and City.

Mr. Stokes then took the Committee members on a tour of the Highway facilities.

Chairman Caisley asked if there was anything else to come before the Committee; hearing nothing, he adjourned the meeting at 8:54 a.m.
