City of Fairbury City Council met May 15.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Jon Kinate was absent

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the May 1 , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 200 W Oak Street – 924 sq ft @ $1.75 sq ft for a total of $1,617

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Jim and Jeanne Munz awarded 3 Brian J Munz Scholarships. Recipients were Abbie Bazzell, Mitchell Bazzell and Kyler Knapp

➢ Andy Larsen from OSF St James Hospital presented Officers Keith

Semmerling and Drew Chase with the life-saving award. On March 15th, the Officers saved the life of an unresponsive individual from a drug overdose by administering several doses of Narcan

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger was absent

→ Sewer Superintendent Duncan reported

• The wind turbine is not operational; estimated cost of repair is $3,500

→ Water Superintendent Ifft was absent

→ Chief of Police Travis – no report

→ City Superintendent Ashburn reported

• He, Martin Steidinger and Nancy Widlacki had a preconstruction meeting with

Nutrien Ag to finalize details on their expansion project west of town

• 7th Street will be closed for approximately 10 to 14 days after school is out for the summer

• Mike Mellott successfully passed his Class A exam which now makes him an Operator In Training

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris reminded the public that pool passes are available at City Hall

→ Alderman Endres spoke on behalf of his constituent, Dave Shepherd, pertaining to the dog situation next door to his home. More specifically, Mr. Shepherd is asking what the definition is of “accumulating matter” as it relates to Chapter 13,.02, b, 3.

Alderman Endres also reported on vandalism at Marsh Park.

A. Consideration to implement an Overtime Policy – TO BE ACTED ON AFTER

EXECUTIVE SESSION

10. New Business – Discussion/Action Items

A. Motion by Dameron, second by Schmidgall to approve pay request #10 in the amount of $1,789,343.77. Motion carried 7-0. YES-Norris Endres Hoselton Weber Hoffman Dameron Schmidgall

B. Motion by Weber, second by Norris to approve a request from ESDA Director Deb Moran to purchase an Emergency Locations Map from Aftershock Design at an approximate cost of $1,000. Motion carried 7-0. YES-Norris Endres Hoselton Weber Hoffman Dameron Schmidgall

C. Motion by Weber, second by Hoffman to approve a request from Dave’s Supermarket to close 3rd Street on Tuesday, June 11th from 6 a.m. to approximately 3 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Weber Hoffman Dameron Schmidgall

D. Consideration of the 2019-2022 iCOPS Police Contract - TABLED

11. Other Items for Discussion & Information

• Diane Pawlowski commented the ramp at the gazebo is sinking on the north side

• Dave Shepherd asked if it is possible to get the neighbors’ grass cut this weekend

12. Public Comment

NONE

13. Motion by Dameron at 6:55 p.m. to enter Executive Session, second by Weber.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Weber at 7:47 p.m. to enter Open Session, second by Norris.

Action from Executive Session –

9 A. Motion by Norris, second by Hoselton to approve the Overtime Policy. Motion carried 7-0 YES-Norris Endres Hoselton Weber Hoffman Dameron Schmidgall

14. Adjournment – Motion by Weber, second by Hoffman to adjourn @ 7:49 p.m.
