City of Fairbury City Council met June 19.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, and Lynn Dameron. Bruce Weber and Bill Schmidgall were absent

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Norris, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the June 5, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 208 Wanda Lane, 236 sq ft @ $1.75 sq ft = $413; 512 S 7th Street, 208 sq ft @ $1.75 sq ft = $364

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

• Dave Shepherd asked when 304 W Ash would be cleaned up; also asked if a determination has been madeas to what defines “accumulation”

• Larry Ray, Parks Reservationist for the City of Fairbury, asked the council if the restrooms at Marsh Park should be unlocked during the day. Council said restrooms should be locked.

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn was absent

→ City Attorney Mann reported

• The municipal purchasing dollar limit is quite outdated and needs to be updated.

He will begin a comprehensive look at Chapter 4 of the Municipal Code Book of the City of Fairbury;

• The state-mandated Prevailing Wage Act has been amended which eliminates the passage of the annual Prevailing Wage Ordinance by municipalities

• Progress is being made on collecting City loan funds

7. Reports of Aldermen

→ Alderman Norris commented on the wonderful job Dale Maley did on the split-rail fence in Veteran’s Memorial Park. Reported the pool is running smoothly with no issues so far. Thanked Paula Bachtold for doing a great job and noted lifeguard Weston

Cottrell has received high praises and is favored by several pool patrons.

→ Alderman Hoselton – no report

→ Alderman Kinate reported he has received several complaints about speeding in Timber Ridge

→ Alderman Weber was absent

→ Alderman Hoffman reported the budget is even

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

9. Old Business – Discussion/Action Items –

A. Motion by Hoselton, second by Dameron to approve the 2019-2022 Illinois Council of Police contract. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

B. Consideration of bids to install mixing tanks and furnish/install related piping - TABLED

C. Consideration to hire police officer(s) for the Fairbury Police Department -TO BE ACTED ON AFTER EXECUTIVE SESSION

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Norris to approve pay request #11 in the amount of $2,292,739.56. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

B. Motion by Kinate, second by Hoselton to approve a request from Crazy Crains Bar, 206 W Locust Street, to block Locust Street in front of the bar on Saturday, June 29th from 1 to 3 p.m. for a meet and greet with race car drivers Darren Kerrins and Troy Ricketts. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

C. Motion by Norris, second by Dameron to approve a request from City Clerk Nancy Widlacki to attend the Municipal Clerks of Illinois summer seminar July 25 and 26, 2019 at a cost of $70; hotel cost of $94. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

D. Motion by Hoselton, second by Norris to approve a quote to purchase an extrication cutter in the amount of $8,030 to be paid with Fire Department golf outing funds. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

E. Motion by Kinate, second by Dameron to approve a bid from Slagel Construction in the amount of $13,200 to replace the front entrance of old city hall. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

F. Consideration of a Memorandum of Understanding between the City of Fairbury and the Illinois Council of Police – TO BE ACTED ON AFTER EXECUTIVE SESSION

11. Other Items for Discussion & Information

12. Public Comment

➢ Diane Pawlowski asked if the front entrance of old city hall will be designed to match the rest of the building

➢ Dale Maley reminded the Mayor to mention the old jail is open again

13. Motion by Kinate at 6:55 p.m. to enter Executive Session, second by Norris.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Dameron at 7:40 p.m. to enter Open Session, second by Kinate

Action from Executive Session –

9 C. Motion by Dameron, second by Hoselton to hire 3 police officers for the Fairbury Police Department. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron

10 F. Motion by Kinate, second by Hoffman to approve a Memorandum of Understanding between the City of Fairbury and the Illinois Council of Police. Motion carried 6-0. YESNorris Endres Hoselton Kinate Hoffman Dameron

14. Adjournment – Motion by Norris, second by Dameron to adjourn @ 7:42 p.m.
