City of Fairbury City Council met July 3.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the June 19, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 203 E Maple Street, 570 sq ft @ $1.75 per square foot = $997.50

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

❖ Brian Fengal with the Illinois Association of Chiefs of Police, presented Sergeant Chris Edwards with the Life Saving Award for saving the life of an overdose patient by administering 2 doses of Narcan

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan – no report

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick reported

• The new hire process is moving forward

• Hasn’t had much luck with finding part time officers so he may have to consider an Intergovernmental Agreement because come next month, he will have some

issues with scheduling

→ City Superintendent Ashburn reported

• The auditors finished their audit and we will expect their report around September

• The Water & Sewer Departments utilize ipads which are rather outdated and he would like to take advantage of the upgrade opportunity with Verizon

→ City Attorney Mann – no report

7. Reports of Aldermen

→ Alderman Norris reminder the public about the Fairbury Freedom Fest at Marsh Park this Saturday, July 6th

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate asked Sewer Superintendent Duncan to expand on the plan for cutting 7th Street

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Consideration of a bid from Big Dog Power Washing in the amount of $824 to power wash the Boys & Girls Club restrooms and a bid in the amount of $2,472 to power wash all areas around the pools including the picnic tables and wire brush the chipped paint on handrails to prepare for new paint - TABLED

B. Consideration of a request to increase the threshold for capitalizing fixed assets from $1,000 to $2,500 - TABLED

C. Motion by Dameron, second by Hoffman to adopt a reciprocal agreement between Illinois Department of Revenue and the City for sales and telecommunication taxes authorizing Dale Diller and Brett Ashburn to view financial information on behalf of the City. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

D. Motion by Schmidgall, second by Kinate to approve Ordinance No. 2019-7 amending An Ordinance Fixing The Compensation of Certain Employees of the City of Fairbury. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

12. Public Comment

❖ Deb Moran, ESDA Director, met with Kirk Leman from Leman Paint Works and Jim Hoselton from Aftershock Graphics to design an 8’ x 8’ transportable fabric map with a frame. Kyle Kuzmich from Aftershock Graphics designed the finished product which is on display at City Hall

13. Motion by Kinate at 6:47 p.m. to enter Executive Session, second by Norris.

A. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Norris at 6:56 p.m. to enter Open Session, second by Dameron

Action from Executive Session – NONE

14. Adjournment – Motion by Dameron, second by Schmidgall to adjourn @ 6:59 p.m
