City of Fairbury City Council met July 17.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Lynn Dameron and Bill Schmidgall. Gerald Hoffman was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Norris to approve the following items on the Consent Agenda:

A. Minutes from the July 3, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

NONE

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger – no report

→ Sewer Superintendent Duncan reported

• 7th Street is open

• 7th Street will be closed some time the week of August 5th for repaving

• The Long Term Control Plan Project is 75% complete through the golf course

• The tree roots in the golf course were cut well and it’s hopeful the affected trees will live

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick was absent

→ City Superintendent Ashburn reported

• Patching will begin on Locust Street east of town

• The well levels are good

• He and Stephanie will be doing a paperless billing trial this coming month

→ City Attorney Mann reported

• He will meet with the Zoning Board to discuss the City of Fairbury’s position regarding the legalization of adult cannabis and dispensaries

7. Reports of Aldermen

→ Alderman Norris provided an update on the pool

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate asked for an update on Marsh Park. It was learned that some screens were recently damaged and needed repairs

→ Alderman Weber thank Alderman Norris and Pool Manager Nancy Widlacki for their work on the pool. Also mentioned it’s almost Prairie Dirt Classic time

→ Alderman Hoffman was absent

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda – NONE

9. Old Business – Discussion/Action Items –

A. Motion by Schmidgall, second by Weber to approve a request to increase the threshold for capitalizing fixed assets from $1,000 to $2,500. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to approve pay request #12 in the amount of $4,002,893.79. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

B. Motion by Hoselton, second by Dameron to approve Ordinance No. 2019-8 The Annual Appropriation Bill Or Ordinance Of The City Of Fairbury, Livingston County, Illinois for fiscal year 2019-2020. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

C. Motion by Weber, second by Schmidgall to approve a request for City Superintendent Brett Ashburn and City Clerk Nancy Widlacki to attend the Illinois Municipal League 106th Annual Conference, September 19-21 at the cost of $310 each for registration and $267 plus tax per night for Hotel accommodations. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Dameron Schmidgall

D. Motion by Dameron, second by Endres to approve a request for the City to accept the Acknowledgment and Dedication of a 12” drainage tile in the Edgeview Subdivision. Motion failed 6-1. NO-Norris Endres Hoselton Kinate Dameron Schmidgall HEREWeber

E. Consideration of an Ordinance Amending Parts of Chapter 4 of the Municipal Code Book of the City of Fairbury, Illinois in Relation to Municipal Purchasing - TABLED

13. Motion by Dameron at 7:08 p.m. to enter Executive Session, second by Kinate.

A. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Schmidgall at 7:16 p.m. to enter Open Session, second by Dameron

14. Adjournment – Motion by Dameron, second by Schmidgall to adjourn @ 7:16 p.m.
