City of Pontiac City Council met Sept. 16.

Acting Mayor Alvey called to order the meeting of the City Council at 6:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
CONSENT AGENDA
Acting Mayor Alvey stated that there were six items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Myers, second by Wille, that the items on the consent agenda, be approved as presented.
A. Motion by Myers, second by Wille to approve the minutes of the September 3, 2019 City Council meeting as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
B. Motion by Myers, second by Wille to approve payment of bills totaling $11,078.26 from the TIF I Fund. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
C. Motion by Myers, second by Wille to approve the payment of bills totaling $303.52 from TIF II funds. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
D. Motion by Myers, second by Wille to approve the payment of bills totaling $264,219.72 from all other funds. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille
E. Motion by Myers, second by Wille to refer to the Planing & Zoning Commission a petition for re-zoning of 516 W. Livingston St. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
F. Motion by Myers, second by Wille to approve the temporary closing of Elm Street from Indiana to Meade on September 21st for the Pontiac Township High School Showdown. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille
REGULAR AGENDA
A. Presentation - Farnsworth Group - Bike Path
Representatives from the Farnsworth Group presented to Council a proposed master plan for the bike paths to run through and around Pontiac. Explained were the (7) planned trails: Route 66 Trail, River Trail, School Trail, Rail Trail, Elks Trail, Lincoln Trail and Chief City Trail. There estimated costs and priority were also explained. Grants and funding will be explored.
Motion by Hicks, second by Bradshaw to accept the proposed plan and to complete to final form. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille
B. Ordinance 2019-O-108 Sewer Rate Ordinance
Motion by Eckhoff, second by Kallas to approve Ordinance 2019-O-018, a sewer rate increase of 15% starting 2020. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille
C. Lease with Pontiac Properties
Motion by Bradshaw, second by Wille to approve the “short term lease” at no cost to the City with Pontiac Properties ( old Kmart building) as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.
D. Tree Purchase
Motion by Eckhoff, second by Causer to approve the purchase of 50 trees for the City at a cost of $10,000.00 from Spring Grove Nursery of Mazon and Gerdes Wholesale Nursery of Harvard. On a roll call vote, motion carried 10-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille
Mayor Comments
Acting Mayor Alvey thanked the Police and Fire Chiefs and all their staff and City staff for the work and help during the Wright’s fire.
Administrator Comments
A Committee of the Whole will be on September 30, 2019 at 6:00 P.M.
Council Comments
Alderman Wille asked Council and staff to research on a fire sprinkler system for the Old City Hall Shoppes, and the Route 66 and W ar Museums.
Alderman Hicks asked again about the parking restrictions of the 300 block of Lincoln Street.
Public Comments
Gabe Vincent of the Duffy, Baier, Sendcore ambulance service thanked the Police and Fire Chiefs and all their staff for the help during the recent fire. Also, those residents who showed up with food and water.
Joan E Lipinski asked if there was an ordinance that would have residents keep their sidewalks clear of trees/bushes and reminded Council about the requirements of parking spaces and crosswalks in the downtown area for safety reasons. Also Joan brought up that the Eagle Theater was not ADA accessible. Council was told that staff was working on both of Joan’s concerns,
