Village of Dwight Village Board of Trustees met Sept. 9.

Here is the minutes provided by the board:

Trustee Eggenberger called the meeting to order at 6:31PM and led the Pledge of Allegiance.

PRESENT: Marla Kinkade, Trustee; Randy Irvin, Trustee; Justin Eggenberger, Trustee; Jerry Curtis, Trustee; Chuck Butterbrodt, Trustee

ABSENT: Jared Anderson, Village President; Jenny Johnson, Trustee

Other Village Officials in Attendance: Kevin McNamara, Village Administrator; Jill Haacke, Village Clerk; Irv Masching, Village Attorney; Steve Kinkade, PW Director; Aaron Burke, EMS Coordinator

The Village Board Minutes from August 26, 2019 were presented for approval. Trustee Curtis made a motion with a second from Trustee Butterbordt to approve the minutes as submitted. Roll call. All voted aye. Motion carries, 5-0.

FINANCIAL REPORTS

Payment of the September 9, 2019 bills in the amount of $170,381.01 were presented for payment from the various funds. Trustee Kinkade made a motion, with a second from Trustee Curtis to pay the bills as submitted. Roll call. All voted aye. Motion carries, 5-0.

PUBLIC FORUM

Earl McCoy presented the Dwight EMS department with a donation of $500 on behalf of LSC Communications for all their hard work and dedication to the community.

Mary Anne Sorenson of the 100 block of West Main Street was here to share her concern about all the stray cats infesting her neighborhood. She shared that the Village of Flanagan has had this issue and uses operationsafe.org to assist.

VILLAGE REPORTS

Jane Anderson reported that the banners are up at the train station. The Main Street park has been cleaned up and the bricks will hopefully be repaired by Harvest Days. Dwight Economic Alliance is currently selling the Split 50 tickets for Harvest Days.

ORDINANCES/RESOLUTIONS

McNamara presented a Resolution requesting closure of Il. Rt. 17 for the 2019 Harvest Days Parade. The resolution requests closure of Route 17 from Old Route 66 to Franklin Street on September 22, 2019 from noon to 4PM. Trustee Kinkade made a motion with a second from Trustee Butterbrodt to approve Resolution #2019-04. Roll call. All voted aye. Motion carries, 5-0.

NEW BUSINESS

The Dwight Baptist Academy is requesting permission to sell candy in the community from September 26th to October 31st. The money raised will go toward the students at the Baptist Academy. Trustee Kinkade made a motion with a second from Trustee Curtis to approve the sale of candy bars by the Dwight Baptist Academy. Roll call. All voted aye. Motion carries.

Dwight Harvest Days is requesting to close Route 17 from Route 66 to Franklin Street, North Franklin Street from Mazon Avenue to Waupansie Street and Waupansie Street from Franklin Street to Mazon Avenue on September 22, 2019 from noon to 4PM.

Trustee Eggenberger made a motion with a second by Trustee Kinkade to approve the street closure for the parade route. Roll call. Irvin, abstain; Kinkade, aye; Butterbrodt, aye; Curtis, aye; Eggenberger, aye. Motion carries, 4-0-1.

Dwight Harvest Days is requesting to close the parking lots along East and West Main Street.

Trustee Eggenberger made a motion with a second from Trustee Butterbrodt to approve the closure of the parking lots on East and West Main Street. Roll call. Kinkade, aye; Butterbrodt, aye; Curtis, aye; Eggenberger, aye; Irvin, abstain. Motion carries, 4-0-1.

Dwight Harvest Days is requesting permission to allow only emergency vehicles and authorized Harvest Days golf carts and SMV’s with proper identification to be allowed downtown during the event.

Trustee Kinkade made a motion with a second from Trustee Curtis to approve the use of authorized golf carts and SMV’s. Roll call. Kinkade, aye; Butterbrodt, aye; Curtis, aye; Eggenberger, aye; Irvin, abstain. Motion carries, 4-0- 1.

Dwight Harvest Days is requesting a sound amplification permit from September 19th to the 22nd noon to 11PM each day downtown at the carnival site.

Trustee Butterbrodt made a motion with a second from Trustee Kinkade to approve the permit as presented. Roll call. Butterbrodt, aye; Curtis, aye; Eggenberger, aye; Irvin, abstain; Kinkade, aye. Motion carries, 4-0-1.

Dwight Harvest Days is requesting a sound amplification permit from September 19th to the 22nd 9AM to 11PM each day downtown.

Trustee Kinkade made a motion with a second from Trustee Eggenberger to approve the permit as presented. Roll call. Curtis, aye; Eggenberger, aye; Irvin, abstain; Kinkade, aye; Butterbrodt, aye. Motion carries, 4-0-1.

Finding no further business, President Anderson asked for a motion to adjourn. A motion to adjourn was made by Trustee Kinkade with a second by Trustee Eggenberger. All voted aye by voice vote.

The meeting adjourned at 6:58PM.
