City of Fairbury City Council met Oct. 2.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber and Lynn Dameron. Gerald Hoffman and Bill Schmidgall were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Dameron, second by Norris to approve the following items on the Consent Agenda:

A. Minutes from the September 18, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ Mayor Slagel asked for a motion to approve a Proclamation Designating Sunday, December 15, 2019, as Boy Scouts of American Eagle Scout Joseph Trembley Day. Motion by Kinate, second by Dameron to approve said Proclamation.

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Dameron

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger was absent

→ Sewer Superintendent Duncan – no report

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick reported

• The Nissan Maxima is in irreparable condition

• His 3 full-time Officers will be attending state-mandated training soon

→ City Superintendent Ashburn reported

• Seventh Street will be closed Thursday, October 3rd south of Rt 24 to Timber Ridge Drive for road patching

• City staff will be working on a recreational cannabis survey for the public to complete

→ City Attorney Mann reported

• He met with the Zoning Board of Appeals Monday, September 30th to discuss cannabis legalization

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres reported he’d been contacted by Dave Shepherd again

→ Alderman Hoselton reported he received a request for a stop sign at Jackson and Pine Streets

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman was absent

→ Alderman Dameron – no report

→ Alderman Schmidgall was absent

10. New Business – Discussion/Action Items

A. Motion by Weber, second by Norris to approve a request from Deputy Clerk Stephanie Meints to attend Year 1 of Municipal Clerks of Illinois Institute in Springfield October 13th thru October 18th at a cost of $675 plus hotel costs of $104 per night plus tax.

Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Dameron

B. Motion by Dameron, second by Kinate to approve a request from the Prairie Central High School Student Senate sponsor, Naddene Pilgrim, to use city streets for the Homecoming Parade on Friday, October 4, 2019 @ 2:30 p.m. Motion carried 6-0. YESNorris Endres Hoselton Kinate Weber Dameron

C. Consideration of a recommendation from the Zoning Board of Appeals to amend the Zoning Code of the Municipal Code Book of the City of Fairbury, Illinois - TABLED

D. Motion by Kinate, second by Endres to approve the purchase five (5) trash receptacles from Global Industrial in the amount of $3,052.15. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Dameron

12. Public Comment - NONE

13. Motion by Kinate, second by Dameron to enter Executive Session at 6:49 p.m.

PERSONNEL – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

LITIGATION – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Weber, second by Dameron to enter Open Session at 7:08 p.m. Motion carried 6-0. YES-Norris Endres Hoselton Kinate Weber Dameron

14. Adjournment – Motion by Dameron, second by Kinate to adjourn @ 7:08 p.m.
