City of Fairbury City Council met Oct. 16.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman and Lynn Dameron. Charles Hoselton and Bill Schmidgall were absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the October 2, , council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

→ State Representative Daniel P Brady elaborated on the grant funding the City recently received

→ Wayne Varner shared his opinion about the new cannabis laws taking effect January 1, 2020

→ Dale Maley said Prairie Central High School students recently had a community service day which resulted in picnic tables being painted at Marsh Park and North Park

6. Reports of Departments

→ Street Superintendent/Fire Chief Steidinger reported

• The water hole at Joe Keeley’s has been repaired

• The Fire Department may possibly share the cost of a FIT machine with MABAS 23 at a cost of $800

→ Sewer Superintendent Duncan reported

• The Long-Term Control Plan is about a year and half in now and progress is being made

• Scheduled a Water and Sewer Committee meeting for Wednesday, October 23, 2019, @ 6 p.m.

→ Water Superintendent Ifft was absent

→ Chief of Police McCormick – no report

→ City Superintendent Ashburn reported

• City Treasurer Dale Diller has copies of the audit if anyone is interested

→ City Attorney Mann reported – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton was absent

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron thanked Street Superintendent Martin Steidinger and his crew for their work on the new sign that’s being placed in Veteran’s Memorial Park

→ Alderman Schmidgall was absent

A. Motion by Kinate, second by Dameron to approve pay request 15 in the amount of $1,276,655.40. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

B. Motion by Dameron, second by Hoffman to approve the renewal of the Illinois Municipal League Risk Management Association insurance agreement at a cost of $90,801.81 with an early-pay 1% discount. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

C. FYI – 2018-2019 Fiscal Year Reports included in aldermen packets for review - SHARED

D. Motion by Kinate, second by Hoffman to approve a request from City Treasurer Dale Diller to attend the 2019 Illinois Municipal Treasurer’s Association Institute and Pension Administrator Training in Bloomington, IL, Nov 18 thru 21, 2019, at a cost of $310 plus mileage. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

E. Motion by Dameron, second by Kinate to approve Resolution No. 2019-10-16 to Abate the Levy for 2019 For Bonds Issued Under Ordinance 2012-3. Motion carried 6-0. YESNorris Endres Kinate Weber Hoffman Dameron

F. FYI – Zoning Board of Appeals hearing minutes from September 30, 2019 regarding Public Act 101-0027, Cannabis Regulation and Tax Act – SHARED

G. Motion by Weber, second by Kinate to approve a cannabis survey be put online at the City’s Facebook page and on the backs of water bills. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

11. Other Items for Discussion & Information

12. Public Comment

→ Wayne Varner voiced his concerns about cannabis

13. Motion by Kinate, second by Dameron to enter Executive Session at 7:06 p.m.

Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron

LITIGATION – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate second by Norris to enter Open Session at 7:31 p.m. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron
