City of Pontiac Public Library Board of Trustees met Sept. 9.

The Pontiac Public Library Board of Trustees met on September 9, 2019. President Connie Snyder called the meeting to order at 5:30PM.
The roll call was answered by Connie Snyder, Eric Hoover, Bill Bertram, Nancy Milhauser, Bruce Koerner, Kathy McLean, and Curt Myers. Guest Bob Karls.
Consent Agenda:
Trustees reviewed the minutes and paid bills from August. Curt Myers moved to accept the minutes and bills as presented. Bruce Koerner seconded. All voted in favor, motion carried.
Correspondence: Nothing to report
Directors Report:
Volunteer hours were 18 for the month.
Prizes for “Bookopoly” were awarded on September 3rd. The program received very positive feedback and Kristin intends to bring it back next summer.
The library will be partnering with Heartland Head Start for their “Reading Rocks” program. This program provides literacy activities for children ages toddler to Pre-K who are in their program.
The sump pump and dehumidifier in the basement were found broken and needing replaced. A new sump pump and dehumidifier were purchased and installed August 19th.
The renewal phase for student/teacher library cards continues to progress. The district is working on supplying updated enrollment and Kristin expects all accounts will be activated by the end of September.
Livingston County Special Services Unit in connection with the Special Education Department for District 90 may have another student volunteer for the library.
Committee Update
Management Committee – Nothing to report
Building and Grounds – Heartland would like the external doors unlocked beyond the operational hours of the library for their staff. If we were to allow this Bruce recommended we implement an agreement to clarify responsibility for ensuring the doors are secured each night. Finance Committee – Nothing to report
Old Business:
FY ’19-20 Library Levy Increase – Bob Karls was in attendance to provide the library information on the its levies. Bob provided background on the general library levy and building maintenance levy and the 4.9% increase allowable under PTELL. In addition, he explained to the trustees that there were two specific items affecting the libraries current levy, the Caterpillar tax abatement and the TIFF district. The Caterpillar tax abatement was a four year deal with two years remaining. The TIFF district is set to expire in 2023. It was estimated that the library should see an increase of approximately 30% increase in its tax receipts following the expiration of the TIFF district. Kristin will prepare a presentation for the city council regarding the levy.
Fall Open House 2019 – The board discussed the fall open house. The open house will be held on Thursday October 3, 2019.
