City of Le Roy City Council met Nov. 4.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 PM at Le Roy City Hall, 207 S. East Street by Mayor Dean with council members Dawn Hanafin, Rick Kline, Kyle Merkle, Brad Poindexter, Kelly Lay, Ron Legner, Matt Steffen and Greg Steffen present at roll call.

Staff members present were Chief Williamson, Sergeant Wilkins, Danny Lush, Perry Mayer, Ed Allen, Samantha Walley and Vicki Moreland.

Included on the consent agenda were Regular Meeting Minutes from October 21, 2019, Invoices from November 4, 2019 in the amount of $556,794.95 and payroll expenses from October 25, 2019 in the amount of $47,224.68. Ron asked for a change in the minutes on page 4. Motion was made by Kyle and seconded by Matt for approval of the consent agenda with the noted changes to the October 21 minutes. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-abstain, Matt Steffen-yes, Greg Steffen-abstain. Motion carried 6 yeas, 0 nays, 2 abstain.

Perry stated that he had met with Chastain regarding the water plant improvements. He also reported that the heater for the CIP process had been replaced and was working and the water department had been changing out meter pit meters to radio read meters.

Dan reported that the Street Department was gearing up for the Christmas lighting project.

Ordinance No. 19-11-01-10, AN ORDINANCE authorizing the issuance of General Obligation Bonds (Alternate Revenue Source), Series 2019 of the City of Le Roy, McLean County, Illinois, in an aggregate principal amount of not to exceed $5,000,000 for the purpose of financing the acquisition, construction, installation and rehabilitation of various capital-related improvements, extensions and facilities of the waterworks system of the City and the sewerage system of the City and paying for costs related thereto was passed on a motion by Dawn and seconded by Brad. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Resolution No. 19-11-02-90, approving the closure of US Route 150 from Cherry Street to Center Street on Monday, November 11, 2019 from 1:30 to 3:00 PM for a Legion Dedication Service was approved on a motion made by Greg and seconded by Rick. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays. (See attachment)

Motion was made by Greg and seconded by Kyle for approval of Option #1 quote from Watchguard at a cost of $9,570.00 for Le Roy Police Department Body-Worn Camera, In-Car Camera, and Server Retention system upgrades. Greg would like to see the City budget for future upgrades. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Motion was made by Greg and seconded by Kelly for acceptance of a one year contract from Riordan Brothers Lawncare for the 2020 mowing season. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Molly Rollings and Jeff Weber from Dimond Brothers Insurance were present to explain the differences in the policy “Value” between Illinois Counties Risk Management Trust (ICRMT) and Traveler's Insurance quoted by Corkill Insurance brokers for the City of Le Roy's Liability insurance for the period of December 1, 2019 to November 30, 2020. Greg would like to have discussion and a motion at the next meeting to give time to review the ICRMT quote from Dimond Brothers Insurance.

Matt Albers from Dimond Brothers Insurance was present to inform the council of the.8% increase in the City of Le Roy employee's current Health Insurance plan from Blue Cross Blue Shield. The Dental and Vision coverage cost through Principal would stay the same. Motion was made by Kyle and seconded by Matt to approve Dimond Brothers

Insurance renewal for BCBS Health insurance and Principal dental and vision for the 2020 calendar year. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 8 yeas, 0 nays.

Council discussed the consideration of quotes for a third party billing service for utility bill payments, Quotes were received from Tyler Technologies, Payment Service Network Inc. (PSN) and Locis. The council had questions regarding some of the charges and directed staff to check into the issues before a decision was made.

Council discussed the possibility of changing the City of Le Roy Code maintenance from Sterling Codifiers to General Code. Motion was made by Greg and seconded by Kelly for approval of the change to General Code at renewal time unless the City would save money by changing earlier. In Old and New Business Sam informed the council of a few housekeeping items she wanted them to be aware of. Starting January 1, 2020 the Police Sergeant's position hours will change to 2 PM to 2 AM. Starting

December 1, 2019 a gasoline restriction on the use of city vehicles will be implemented. City vehicles will not be allowed to run or remain on idle unless the outside temperature is below 40 degrees or above 85 degrees or in emergency situations. Also starting December 1, 2019 city employees are asked to park their vehicles in the striped parking spots in the City Hall lot rather than haphazardly in the parking lot.
