City of Pontiac City Council met April 6.

Here is the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on April 6, 2020 via phone conference as allowed under the Open Meetings Act, because of Illinois Governor Pritzker’s Executive Order.

Mayor Alvey called to order the meeting of the City Council at 5:00 P.M.

City Clerk, Sharon Dunham, was directed to call roll, and the following members of the Council were present: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.

Also Attending were: Mayor Alvey, City Administrator, Bob Karls, City Attorney, Alan Schrock, Police Chief Woolford, Fire Chief Campbell, Parks & Rec, Taylor Baxter; David Wilson, Building & Zoning; Chris Brock, Street Superintendent; Jake Kinkade, Sewer Department Superintendent; Liz Vincent, Tourism, Erich Murphy and City Clerk.

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor, and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were six items on the consent agenda. He asked if there was a need to have any item removed for later discussion. It was noted that items “E” and “F” are being referred to the Planning Commission and they will not meet until the Governor’s Executive Order is lifted. Hearing nothing further, motion made by Hicks, second by Eckhoff, that the items on the consent agenda be approved as presented.

A. Motion by Hicks, second by Eckhoff to approve the minutes of the March 16, 2020, City Council Meeting. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille.

B. Motion by Hicks, second by Eckhoff to approve the minutes of the March 25, 2020 continuation of the March 16, 2020, City Council meeting. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

C. Motion by Hicks, second by Eckhoff, to approve payment of bills totaling $14,704.47 from the TIF I Fund. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

D Motion by Hicks, second by Eckhoff, to approve the payment of bills totaling $1,165,279.34 from all other funds. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

E. Motion by Hicks, second by Eckhoff to refer to the Pontiac Planning Commission a petition for a variance filed by ATX LLC- 1002 W. North St. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

F. Motion by Hicks, second by Eckhoff to refer to the Pontiac Planning Commission a petition for a variance filed by Tom Dunham, 415 W. Moulton St. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

A. Ordinance 2020-O-007 - Amendments to the Airport Solar Farm

Motion by Swanson, second by Barr to approve the amendment to Solar Energy Facility Site Lease Agreement with Pontiac Solar, LLC adding an option for a third five (5) year renewal term, as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

B. Williams Brothers - Sewer Treatment Plant Change Order #1

Motion by Gabor, second by Bradshaw to approve the Williams Brothers change order in the amount of $47.562.00 to accommodate the brands of equipment size changes. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

C. Holiday Road - Opperman Construction Change Order #1

Motion by Wille, second by Hicks to approve the change order by Opperman Construction for work on Holiday Road to keep up with the schedule resulting from COVID-19 in the amount of $12,000.00. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer, Bradshaw, Myers, Gabor and Wille

D. COVID-19 Response

Chief Campbell said there is a Citywide safety plan in effect through April 13, 2020. Some City employees will help Livingston County Pantry in order to keep the pantry open. This was also offered to the other pantries in town but help was not needed at this time. The Fire Department is following protocol with extra safety measures. Chief Woolford said the department is using elevated PPE use and one officer has been tested for the virus and they are waiting for results. He also noted that according to the governor’s executive order, citizens are to only leave home for essential reasons. Taylor Baxter has changed the City’s website for easier use and continues to offer information on COVID-19.

Emergency Declaration

Motion by Causer, second by Hicks to extend the Emergency Declaration Oder to April 20, 2020 as written. On a roll call vote, motion carried 7-3. Aye votes recorded: Barr, Swanson, Eckhoff, Kallas, Hicks, Causer and Wille. Nay votes recorded: Bradshaw, Myers and Gabor.

Mayor Comments

Mayor Alvey again thanked all City employees, staff and residents for help through this COVID-19 crisis.

Administrator Comments

Bob Karls noted that Republic Services will continue to pick up garbage as scheduled, but will not pick up “extra” garbage, only what will fit in totes.

Council Comments

Alderman Causer noted that he has seen groups of young men on bikes and would hope their parents would remind them of the Shelter in Place order.

Public Comments

Two representatives from Accolade Healthcare of Pontiac, one being Malerie Orsowy, remarked to Council, that Accolade Healthcare does not have enough PPE supplies for their workers and inquired if the City could help. Fire Chief Jacob Campbell answered that the County is responsible for distribution. He would give them the name and number of his contact at the County Health Department.

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
