Village of Cullom Village Board met March 24.

Here is the minutes provided by the board:

Mayor Hahn called the Regular Meeting of the Cullom Village Board to order at 7:00 p.m. at the Cullom Community Building Small Room. The change of venue was due to the Governor's call to distance individuals to a six foot minimum due to the COVID-19 Virus Pandemic.

Members Present: Hahn, Flessner, Mills, Wallrich, Whitman and Krause (in person) J. Meister and K. Meister (Remotely)

Also Present: Lovell

Pledge of Allegiance to the Flag: All present took part in the Pledge Allegiance to the Flag

Minutes: Motion to accept the minutes by consent agenda for the February regular meeting was made by Whitman/Wallrich, M/C. 

The minutes from the Public Hearing, held on March 12, 2020 has been submitted to the EPA

Public: Mayor Hahn reported that Jim Posey, from Republic Services, stated that no bulk items will be picked up after March 31, 2020. He also stated that recycling may have to be revamped in the near future because the recycler who has been receiving their recycled items may close. The village board should be aware of changes that may have to occur in our recycling program

Maintenance Report:

The Tonka Dualator VI Filter in the Water Plant is in need of repair or replacing. Krause/Whitman made the motion to have Lovell research funding options to replace the filter

Attorney Report:

• All courts and the court house is closed due to the COVID-19 Virus so there is no new news on on-going litigations Sexual Harassment training for all village officials will be available on-line Future meetings for the village board may have to be conducted on-line. Gabor has the information on how this is done if needed

Clerk Report: Wallrich/Rock made the motion to pay village bills totaling $17,458.58. All voted in favor M/C.

Treasurer Report: Krause/Whitman made the motion to put the cannabis tax into the Tiling Fund. All voted in favor and M/C. 

Whitman/Meister made the motion to transfer $20,000 from the Water Fund to a Restricted Water CD to cover the two years of 2019 and 2020. All voted in favor and M/C. 

Motion made by Wallrich/Rock to accept the Monthly report. All voted in favor and M/C.

Old Business:

Phase 1 of Water Metering - Will begin installing meters when they arrive at selected properties Water Meter Ordinance - After reading the presented ordinance, a few adjustments were suggested. The new ordinance will be presented at the next meeting. Water Tower Grant Application/Public Hearing/Comment- paperwork has been submitted to the EPA Meister reported to the situation on Main Street concerning a building that is in disrepair

New Business

• MFT Maple Street - Wallrich/Whitman made the motion to approve the Engineering Plan from Piggush Engineering. All voted in favor and M/C 

Garbage/Water Billing - Krause/Rock made the motion to waive the $65 service fee for residents who make payments due to the current pandemic. All voted in favor and M/C

• The Board approved having Evan Jehle help with working on the Sam/GATA requirements

• Rock/Meister made the motion to have an ordinance written up concerning allowing the raising of chickens in the village. All voted in favor and M/C 

Public Notice - A separate mailing containing the following information will be mailed to all village residents:

Water Material Inventory Inspection Water Meter Explanation Cross-connection Survey

Consumer Confidence Report A $50 gift certificate drawing will be held for all people returning the survey

Any Other Business

• Nicor will be installing new meters in the village

• The brush pick up poster will be posted in the village and on-line

Whitman/Wallrich made the motion to cancel the village Easter Egg Hunt due to the current COVID-19 Virus. All voted in favor and M/C A request encouraging all village residents fill out the census information on-line will be posted on the Village website
