Village of Dwight Village Board of Trustees met June 23.

Here is the minutes provided by the board:

President Anderson called the meeting to order at 6:47PM and led the Pledge of Allegiance.

PRESENT: Jared Anderson, Village President; Marla Kinkade, Trustee; Randy Irvin, Trustee; Jerry Curtis, Trustee; Jenny Johnson, Trustee; Justin Eggenberger, Trustee; Chuck Butterbrodt, Trustee

Other Village Officials and Public in Attendance: Jill Haacke, Village Clerk; Steve Kinkade, Public Works Director; Irv Masching, Village Attorney; Austin Haacke, Finance Director; Tim Henson, Police Chief; Kevin LeRoy, EMS Director, plus Midge Fogarty of The Paper, and Eric Scheuer representing Dwight Lions Club.

According to Section 6 of the Executive Order specifically suspends, for the duration of the Gubernational Disaster Proclamation, the Open Meeting Act requirement that public officials be physically present at public meeting. Public bodies are “encouraged” to : (1) postpone consideration of public meetings whenever possible; (2) provide video, audio, and/or telephonic access to meetings to ensure member of the public can monitor the meetings; and (3) update their websites and social media to keep the public apprised of changes to their meeting and of activities related to COVID-19.

The Village Board Minutes February 24, 2020 were presented for approval. Trustee Kinkade made a motion with a second from Trustee Butterbrodt to approve the minutes as submitted. Roll call. All voted aye. Motion carries.

The Village Board Minutes March 9, 2020 were presented for approval. Trustee Kinkade made a motion with a second from Trustee Johnson to approve the minutes as submitted. Roll call. All voted aye. Motion carries.

FINANCIAL REPORTS

Payment of the March 23, 2020 bills in the amount of $102,714.63 were presented for payment from the various funds. Trustee Eggenberger made a motion, with a second from Trustee Butterbrodt to pay the bills as submitted. Roll call. All voted aye. Motion carries.

Trustee Eggenberger made a motion with a second from Trustee Johnson to approve the payment of fiscal year end bills. Roll call. All voted aye. Motion carries.

President Anderson presented the Treasurer’s report for February 2020. Trustee Eggenberger made a motion with a second from Trustee Butterbrodt to approve the February 2020 report as presented. Roll call. All voted aye. Motion carries.

President Anderson presented the following fund transfers for approval.

• Trustee Eggenberger made a motion with a second from Trustee Kinkade to approve the transfer of $68,037.15 from Sewer Fund (52) to the Sewer Reserve Fund (33). Roll call. All voted aye. Motion carries.

• Trustee Butterbordt made a motion with a second from Trustee Johnson to approve the transfer of $15,960.47 from Water Fund (51) to the Water Capital Projects Fund (32). Roll call. All voted aye. Motion carries.

• Trustee Kinkade made a motion with a second from Trustee Irvin to approve the transfer of $14,213.33 from General Fund (01) to the Capital Expenditure Fund (38). Roll call. All voted aye. Motion carries.

• Trustee Eggenberger made a motion with a second from Trustee Butterbordt to approve the transfer of $3,933.66 from General Fund (01) to the Referendum Fund (36). Roll call. All voted aye. Motion carries.

• Trustee Butterbordt made a motion with a second from Trustee Eggenberger to approve the transfer of $108,893.26 from Sewer Fund (52) to the Referendum Fund (36). Roll call. All voted aye. Motion carries.

PUBLIC FORUM

None.

VILLAGE REPORTS

Jared Anderson reported that all late fees and water shut off for the water bills are not being collected. Staff at the Village hall will have limited staffing starting March 24th. There will be an employee in the Village every morning until 12:30PM. Public Works has been put on a two by two schedule to make sure all Village utilities stay up and running. They have also been directed to daily keep the Amtrak station clean and sanitized.

Tim Henson informed the board he is communicating with his officers daily. They have doubled up on the night shift. He is also making sure to keep an eye out on all the business that are closed because of the shutdown.

Kevin LeRoy form EMS reported that all employees are healthy and checking temperatures of the staff at the start and end of each shift. All IDPH inspections have ceased to get the new ambulance but through Morris Hospital we may be able to self-inspect with IDPH approval.

ORDINANCE/RESOLUTION/PROCLAMATION

Trustee Curtis made a motion with a second from Trustee Eggenberger to approve the Amended Fiscal Year 2020 Budget, Ordinance Number 1437, as presented by Finance Director Austin Haacke. Roll call, all voted aye, motion carries.

ORDINANCE NO. 1437 IS ON FILE IN THE VILLAGE CLERK’S OFFICE

Trustee Kinkade made a motion with a second from Trustee Butterbrodt to approve the Fiscal Year 2021 Budget, Ordinance Number 1438, as presented by Village Administrator, Kevin McNamara. Roll call, all voted aye, motion carries.

ORDINANCE NO. 1438 IS ON FILE IN THE VILLAGE CLERK’S OFFICE

Trustee Kinkade made a motion with a second from Trustee Eggenberger to approve the Local State of Emergency, Ordinance Number 1439, as presented by Village President, Jared Anderson. Roll call, all voted aye, motion carries.

ORDINANCE NO. 1439 IS ON FILE IN THE VILLAGE CLERK’S OFFICE OLD BUSINESS

Below is the list of Dwight EMS Employees that will be hired by the Village to staff the EMS department beginning April 1, 2020.

Trustee Irvin made a motion with a second from Trustee Eggenberger to approve the employment of the above listed EMS staffing. Roll call. All voted aye. Motion carries.

NEW BUSINESS

Eric Scheuer from the Lion’s Club reported that the club has decided to cancel the Easter Egg Hunt.

Finding no further business, President Anderson asked for a motion to adjourn. A motion to adjourn was made by Trustee Eggenberger with a second by Trustee Johnson. All voted aye by voice vote. The meeting adjourned at 7:21PM.
