Village of Dwight Board of Trustees met June 22.

Here is the minutes provided by the board:

President Anderson called the meeting to order at 6:30PM.

PRESENT: Jared Anderson, Village President; Marla Kinkade Trustee; Randy Irvin, Trustee; Jerry Curtis, Trustee; Chuck Butterbrodt, Trustee; Justin Eggenberger, Trustee (Exited at 7:09PM);

ABSENT: Jenny Johnson, Trustee

Other Village Officials in Attendance: Jill Haacke, Village Clerk; Steve Kinkade, Public Works Director; Irv Masching, Village Attorney; Midge Fogarty, The Paper; Austin Haacke, Finance Director; Tim Henson, Police Chief, Meghan Halstead, WCSJ radio, Kevin McNamara, Village Administrator

According to Section 6 of the Executive Order specifically suspends, for the duration of the Gubernational Disaster Proclamation, the Open Meeting Act requirement that public officials be physically present at public meeting. Public bodies are “encouraged” to : (1) postpone consideration of public meetings whenever possible; (2) provide video, audio, and/or telephonic access to meetings to ensure member of the public can monitor the meetings; and (3) update their websites and social media to keep the public apprised of changes to their meeting and of activities related to COVID-19.

The Village Board Minutes from June 8, 2020 were presented for approval. Trustee Kinkade made a motion with a second from Trustee Irvin to approve the minutes as submitted. Roll call. All voted aye. Motion carries.

FINANCIAL REPORTS

Payment of the June 22, 2020 bills in the amount of $57,253.16 were presented for payment from the various funds. Trustee Curtis made a motion, with a second from Trustee Eggenberger to pay the bills as submitted. Roll call. All voted aye. Motion carries.

President Anderson presented the Treasurer’s Report for the month of May 2020. Trustee Curtis made a motion with a second from Trustee Eggenberger to approve the May 2020 Treasurer’s report as presented. Roll call. All voted aye. Motion carries.

PUBLIC FORUM

Trustee Curtis inquired on the bond rating of the Village.

Tammy Pulver advocated for the pool to open up for the summer. She commented that it is a great place for kids to go in the summer to be safe and supervised. Nan Scott also commented positively on opening the pool for the community this summer. Finally, Angela Hilt also commented on how important the pool is to the Village and its residents, and how she agrees that opening the pool this summer is a good idea.

VILLAGE REPORTS

Jared Anderson reported that they are working to finalize the train quiet zone through town, and they will hopefully have that done by the middle of July. The only time a train will be allowed to use their horn is when an Amtrak is leaving the station. He also stated that anyone using a Golf Cart or ATV in town must renew their sticker by July 1 and abide by the usage rules.

Village Administrator, Kevin McNamara, reported that Steve Kinkade will be officially retiring on September 15th, but his last working day is June 30th and he will use vacation days to get him to his last day. He thanked Steve for his 30 plus years of service and stated he will be missed by the Village. He also informed the board that there were two applications submitted for the EMS Director position.

Tim Henson urges everyone to work together on making sure everyone in town is operating their golf carts and other ATV’s safely and abiding by the rules.

Austin Haacke informed the board that the State of Illinois estimated that income tax revenues will be down 15%, as well as PPRT funding. He also reported that he S&P rating has been knocked down because the Village does not meet the minimum threshold for monies in reserve.

Jane Anderson said the Dwight Economic Alliance is officially out of the train depot and has everything moved into the old bank building downtown at 132 East Main Street. They are still waiting on a few minor things to be done at the building before submitting their occupancy permit.

OLD BUSINESS

President Anderson informed the board that Cherry Red Roasters submitted a Sound Amplification permit for June 13, 2020 and Willy’s submitted a Sound Amplification request for June 20th. The board did not have any issues with either permit. Since bars are having activities outside more often, they are being requested to turn in sound amplification permits.

Superior Excavating has submitted the 3rd and final Pay Request #3 for $52,423.45. Trustee Kinkade made a motion with a second from Trustee Butterbrodt to approve Pay Request #3 to Superior Excavating. Roll call. All voted aye. Motion carries.

It was published in The Paper last week that the 4th of July fireworks sponsored by the DEA were canceled. President Anderson recently had a meeting with Dr. Jancek, Superintendent of Schools, and he has permitted for the Village to shoot the fireworks off from the Grade School grounds, but requests that the Village block off the property from all spectators.

The fireworks themselves would cost $11,500 and then there would be additional costs for public works for set up and overtime for police on the day of the event. Trustee Curtis inquired if fireworks will continue in the future on school grounds.

Trustee Eggenberger made a motion with a second from Trustee Kinkade to approve the spending and overtime for the fireworks, but all funding will be taken out of the membership donation the Village makes towards the Dwight Economic Alliance. Roll call. Kinkade- aye, Eggenberger-aye, Curtis-No, Butterbrodt-aye, Irvin-aye. Motion carries, 4-1.

Trustee Eggenberger left the meeting at 7:09PM.

IDPH stated that the Village needed to improve/repair the diving board and stand need at Stevenson Pool and Kinkade noted the trash pump needs to be replaced. McNamara stated that currently there would be a staffing problem. There are only 6 confirmed returning lifeguards and only 3 have been Red Cross certified. State of Illinois Phase 4 does not allow for locker rooms to be open, everyone entering the pool and employees need to have their temperatures checked and we will have to abide by all state regulations to have the pool open.

Trustee Kinkade inquired on what the cost would be if the pool remained closed and what the cost would be if the Village opened for the 6 weeks. Finance Director Haacke informed the board if the pool remains closed, the Village would save around $20,000, but if they opened the pool, the Village would lose an estimated $50,000.

Trustee Irvin made a motion with a second from Trustee Butterbrodt to keep Stevenson Pool closed for the entire summer of 2020. Roll call. All voted aye. Motion carries., 4-0.

NEW BUSINESS

Jeremy Fracaro inquired on being able to use the ball fields at Renfrew and Garrett Park for adult softball. The board decided that they will be allowed to use the field, but the players will be in charge of the maintenance of the field and restrooms will remain closed. The adult league plays on Sunday and Thursday evenings. Trustee Kinkade made a motion with a second from Trustee Irvin to approve the usage of the baseball/softball field at Renfrew and Garrett Park with the stipulations. Roll call. All voted aye. Motion carries.

The next Village Board Meeting will be held in person with a TIF public hearing before on July 13, 2020. Anyone in attendance is strongly encouraged to practice social distancing guidelines.

Finding no further business, President Anderson asked for a motion to adjourn. A motion to adjourn was made by Trustee Irvin with a second by Trustee Butterbrodt. Roll call. All voted aye. Motion carries. The meeting adjourned at 7:23PM.
