City of Le Roy City Council Met October 5

City of Le Roy City Council met Oct. 5.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 PM via remote session by Mayor Dean with council members Dawn Hanafin, Rick Kline, Kyle Merkle, Kelly Lay, Ron Legner, Matt Steffen and Greg Steffen present at roll call. Brad Poindexter was absent.

Staff members present were Chief Williamson, Sergeant Wilkins, Dan Lush, Perry Mayer, Scott Bryant, Samantha Walley and Vicki Moreland.

The Regular Meeting Minutes from September 21, 2020 and the Appointment of Mr. Mark Guymon to the City of Le Roy Zoning Board of Appeals as an Alternate Board Member were pulled from the consent agenda to be voted on separately. Motion was made by Rick and seconded by Dawn for approval. Roll call: Dawn Hanafin-yes, Rick Klineyes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Kelly and seconded by Kyle for approval of the October 5, 2020 invoices in the amount of $42,649.08 and Payroll for the period ending September 25, 2020 totaling $42,358.03. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Ron Legner-abstain, Kelly Lay-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 6 yeas, 0 nays, 1 abstain.

During staff reports Chief Williamson informed the Council that the two Patrol Officer new hires had passed testing and would begin PTI Sunday October, 11.

Perry Mayer reported that the Wardrip leak had been repaired. He also stated that the quality of the water had declined due to the failing plant filters.

Mayor Dean asked Perry to prepare information for the next meeting regarding the state of the water plant.

Motion was made by Ron and seconded by Dawn for approval of Halloween Trick-or-Treating hours of 4:30 to 8:00 PM October 31. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.

Mayor Dean has suggested Trick-or-Treat guidelines to keep everyone safe, which is posted on the City of Le Roy website.

Motion was made by Greg and seconded by Matt for approval of seller's agent contract with Ms. Sherry Masters for sale of Independence Court Lots. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.

Ordinance No. 20-10-01-50, An Ordinance Amending Title 3, Chapter 3 Of The Municipal Code Of Le Roy (To Allow For Curbside And Other Expanded Liquor Sales Within The Corporate Limits Of The City), was passed on a motion made by Dawn and seconded by Matt with discussed changes. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Rick and seconded by Dawn for approval of Ordinance No. 20-09-03-50, An Ordinance Renewing And Extending The continued Current Franchise Agreement With Cornbelt Electric Cooperative For A Period Of Fifty (50) Years. After Council discussion Rick changed his motion to TABLE approval until the next meeting in order to obtain more information. Dawn seconded the motion to table.

In Old and New Business Greg asked if anyone else was in attendance at the remote session meetings. Sam stated that the public was able to attend by registering on the website. Kelly asked that they be sent the public link as well so they can share with the public.

Dan asked about the status of the Mexican Restaurant planned for downtown. There are a few more details to take care of, but the Restaurant should be open soon.

Kelly asked about the status of the downtown businesses with apartments above. Mayor Dean stated that progress was happening.

Motion was made by Kelly and seconded by Dawn at 7:33 PM to enter closed session pursuant to 5 ILCS 120/2 (c)(2) to discuss "collective negotiating matters between the public body and its employees or their representative", specifically drafting an agreement with ICOPs covering the time period May 1, 2021 through April 30, 2024. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Greg and seconded by Rick to return to regular session at 7:49 PM. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffenyes. Motion carried 7 yeas, 0 nays.

Motion was made by Greg and seconded by Rick to adjourn the regular council meeting at 7:50 PM. Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Kelly Lay-yes, Ron Legner-yes, Matt Steffen-yes, Greg Steffen-yes. Motion carried 7 yeas, 0 nays.
