City of Fairbury City Council Met March 3.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, and Lynn Dameron. Bruce Weber, Gerald Hoffman and Bill Schmidgall were absent.

3. NONE

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the February 17, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 5-0. YES-Norris Endres Hoselton Kinate Dameron

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief reported

• Fairview Haven is seeking approval to connect to the City’s walking trail from Serenity Villa and asked if the City would consider monetary support

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• The amended Use of Force policy (#1.3) has been certified and meets all requirements of the Illinois Chiefs of Police Association

→ City – Brett Ashburn, Superintendent reported

• He spoke with the railroad about the 7th Street crossing; railroad will come out and look at it

• The City had several water leaks this winter season

• Employee evaluations are completed; scheduled a closed session meeting to discuss the evaluations for Wednesday, March 10th at 6 p.m.

• Dan Brady secured $300,000 in infrastructure monies for the City so we will be upgrading the wastewater infrastructure from 4th Street to 1st Street on the south side of Locust Street

Aldermen Hoffman and Weber arrived at 6:35 p.m.

A. Motion by Kinate, second by Norris to approve Ordinance No. 2021-2 Renewing an Existing Franchise and Granting for a Period of 20 Years to Ameren Illinois, a Corporation, its Successors and Assigns, The Franchise, Right, Permission and Authority to Construct, Reconstruct, Excavate For, Place, Remove, Extend, Maintain, and Operate an Electric Utility System in the City of Fairbury, County of Livingston and State of Illinois with Attorney Mann’s recommendations. Motion carried 6-0. YES-Norris Endres Kinate Weber Hoffman Dameron Alderman Hoselton left the meeting

B. Motion by Norris, second by Endres to approve the purchase of four (4) Trash Receptacles in the amount of $3,145.80. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron.

C. Motion by Dameron, second by Hoffman to approve the purchase of two (2) Diving Boards in the amount of $10,825.70. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Dameron
