City of Fairbury City Council Met March 17.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Bruce Weber was absent.

3. NONE

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Dameron to approve the following items on the Consent Agenda:

A. Minutes from the March 3, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 207 N 1ST Street = $350; 412 W Ash Street = $735; 501 W Oak Street = $3,962.70 

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief reported

• He needs to hire at least one full-time person

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• Work is being done to have the impound lot moved to the Sewer Plant 

• Reminded the Council of the administrative fee being implemented again 

→ City – Brett Ashburn, Superintendent reported

• Through the American Rescue Plan (ARP), it looks like the City will be allocated roughly $447,000

→ Legal – Steven Mann, City Attorney reported

• He had a discussion with Nancy and Brett regarding annexing the race track

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate thanked City workers for their hard work during the bad weather → Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Schmidgall to approve pay request #32 In the amount of $522,581.75. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

B. Motion by Schmidgall, second by Dameron to approve Fiscal year 2020-2021 Pay Ordinance No. 2021-3 as adjusted for 2 employees to A rate, including contracts for Police Chief and City Superintendent. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

C. Motion by Dameron, second by Hoselton to cost share trail benches and landscaping in the amount of $3,000 with Fairview Haven. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

D. Motion by Kinate, second by Norris to approve a request from the Livingston County Boys and Girls Club to share the cost of engineering in the amount of $6,900 from the City for a new facility. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

E. Consideration of a proposal from Sebastian Mekarski to install a disc golf course at North Park – TABLED

F. Motion by Kinate, second by Norris to approve a request from Lynn Barnett to host a vendor fair in Sunken Park in June. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall
