Here is the agenda provided by the committee:

3. Public Comment

Individuals wishing to provide emailed public comment must email comments to publiccomment@cityblm.org at least 15 minutes before the start of the meeting. Individuals wishing to speak in-person may register at cityblm.org/publiccomment at least 5 minutes before the start of the meeting.

4. Consent Agenda

A. Consideration and action to approve the Minutes of the June 21, 2021 Committee of the Whole Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.)

5. Regular Agenda

A. Presentation and discussion of topics related to City infrastructure and recent storm events, as requested by the Public Works Department and the Administration Department. (Recommended Motion: None; presentation and discussion only.) (Presentation by Tim Gleason, City Manager; and Kevin Kothe, P.E., Director of Public Works, 1 hour; and City Council discussion, 1 hour.)

B. Council Initiatives

i. Discussion regarding a Council Initiative submitted by Council Member Ward to create a plan to provide near-term financial assistance to residents whose property was flooded with sewage during the storms of June 25/26, 2021, as requested by Ward 7 Mollie Ward. (Recommended Motion: To (1) have the initiative placed on a future City Council agenda for further consideration or action; (2) have staff evaluate and prepare an analysis on the proposed initiative and bring it back for further Council discussion; OR (3) deny the initiative being placed on a future agenda and/or having City staff evaluate and analyze the proposed initiative.) (Presentation by Mollie Ward, Council Member, 3 minutes; and City Council discussion, 3 minutes.)
