Village of Dwight Board of Trustees met June 14.

Here is the minutes provided by the board:

President Paul Johnson called the meeting to order at 6:30PM.

PRESENT: Marla Kinkade, Trustee; Jenny Johnson, Trustee; Pete Meister, Trustee; Paul Johnson, Village President; Randy Irvin, Trustee; Chuck Butterbrodt, Trustee; Justin Eggenberger, Trustee

ABSENT: None

Others in Attendance: Jill Haacke, Village Clerk; Director; Irv Masching, Village Attorney; Austin Haacke, Finance Director; Kevin McNamara, Village Administrator; Cory Scoles, Public Works; Jenny Allsworth, EMS Director; Tim Henson, Chief of Police

The Village Board Minutes May 24, 2021 were presented for approval. Trustee Eggenberger made a motion with a second from Trustee Kinkade to approve the minutes as submitted. Roll call. All voted aye. Motion carries.

FINANCIAL REPORTS

Payment of the June 14, 2021 bills in the amount of $62,065.39 were presented for payment from the various funds. Trustee Kinkade made a motion, with a second from Trustee Butterbrodt to pay the bills as submitted. Roll call. All voted aye. Motion carries.

Trustee Butterbrodt made a motion with a second from Trustee Eggenberger to approve the May 2021 Treasurer’s Report as presented. Roll call. All voted aye. Motion carries.

President Paul Johnson thanked Kevin his work on the ITEP grant for the extension of the bike path. The State announced the Village received a $735,188.00 grant. He also thanked the public works department on all the maintenance and upkeep at the pool and ball parks. He also noted that individuals have stepped up and adopted flowerpots downtown for beautification.

President Johnson has also noted that he has met with most of the employees to get a feel for everything that is going on at the Village. He is encouraging the Trustees to also reach and listen to all their ideas to help improve our Village.

Public Works Director, Scoles, reported that bridge clean-up is going on right now in preparation for the side arm mower. They are also working on filling potholes in alleys.

Chief Henson reported that they are working on getting junk cars cleaned up throughout the Village. They have also been dealing with a numerous amount of FOIA requests from a certain individual. Henson thanked the officers for covering each other’s shifts with summer vacations. He was also notified by Jonathan Delong about preparing a lease option versus a purchasing option for the new squad. Finally, he received a letter from the Livingston County Sheriff to thank Detective Beier on his assistance with a triple homicide that happened a couple years ago in Cullom.

EMS Director, Allsworth, reported that Coleman’s has confirmed that one of the fuel injectors on the ambulance has been melted and will be in their shop for a few days and will cost around $13,000. One of the other ambulances has an appointment to be taken into Fraher’s for extensive maintenance. Jenny also has been calling around to see if we can get a loaner ambulance to get us two fully staffed ambulances.

ORDINANCES/RESOLUTIONS

A resolution in support of an Economic Development Administration Strategic Planning Grant was presented to the Village Board. The Village of Dwight has sufficient funding to pay 50% of the matching costs as stipulated under the terms and conditions of the grant. Trustee Kinkade made a motion with a second from Trustee Johnson to approve Resolution Number 2021-12 as presented. Roll call. All voted aye. Motion carries.

OLD BUSINESS

Chief Henson suggested tabling the purchase of the new squad car.

Metals by Marla has submitted a quote of $11,900 for the extensive hand railing to be installed on the ramp at Franklin Corner as part of the downtown rebuild project. Trustee Meister made a motion with a second from Trustee Butterbrodt to approve the quote submitted by Metals by Marla. Roll call. Kinkade, abstain; Meister, aye; Butterbrodt, aye; Eggenberger, aye; Irvin, aye; Johnson, aye.

Trustee Irvin inquired on the lighting process for downtown. Masching Electric is working on a price and timeframe for ordering and installing the lights.

NEW BUSINESS

Trustee Irvin made a motion with a second from Trustee Kinkade to approve the Bucket Brigade request for the St. Jude Run Team from June 18th from 3-6PM to June 19th 8AM-Noon at the intersection of Route 17 and 47. Roll all. Meister, aye; Butterbrodt, abstain; Eggenberger, aye; Irvin, aye; Johnson, aye; Kinkade, aye. Motion carries.

Trustee Meister made a motion with a second from Trustee Eggenberger to approve Brandon Sheldon as a full-time EMS Basic at Step A effective July 1, 2021. Roll call. All voted aye. Motion carries.

Chief Henson is still waiting to hear from the Decatur Police Academy on a date for the two new officers to get trained. He is expecting a three week notice before we can get the officers in, and he is still waiting on a confirmation date.

Trustee Irvin made a motion with a second from Trustee Johnson to approve Brandon Larson as a full time Police Office at Step A with a start date of TBD. Roll call. All voted aye. Motion carries.

Trustee Irvin made a motion with a second from Trustee Meister to approve Matthew Sheldon as a full time Police Office at Step A with a start date of TBD. Roll call. All voted aye. Motion carries.

Dwight Economic Alliance is requesting to hold Farmers Markets on Saturdays beginning on June 19th through August from 8AM to Noon in the Parking lot of the north end of Main Street. Trustee Kinkade made a motion with a second from Trustee Johnson to approve the Farmers Market through August 2021. Roll call. All voted aye. Motion carries.

El Cancun, 118 East Main Street is requesting a Class A Liquor Licenses for their new restaurant that is scheduled to open on June 20th. Trustee Kinkade made a motion with a second from Trustee Irvin to approve the new Class A Liquor Licenses for El Cancun, Inc. Roll call. All voted aye. Motion carries.

President Johnson informed the board that there is an issue with the Police and Public Works contracts. There has not been a signed contacted by either party, it was just approved by the Village Board. There has been discussion on renegotiation of wages. Irvin inquired on why it has taken two months for this to be brought to their attention. McNamara stated that there was in issue on who produces the Public Works contract.

Finding no further business, President Paul Johnson asked for a motion to adjourn. A motion to adjourn was made by Trustee Irvin with a second by Trustee Kinkade. Roll call. All voted aye. Motion carries. The meeting adjourned at 7:33PM.
