City of Fairbury City Council met Aug. 18

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:31 p.m. 

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Bruce Weber was absent. 

3. Pledge of Allegiance 

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Norris to approve the following items on the Consent Agenda: 

A. Minutes from the August 4, 2021, council meeting 

B. Voucher Invoice Register listing the bills 

C. Treasurer’s Cash Report (second meeting of the month) 

D. Check Register (second meeting of the month) 

E. NONE 

F. Overtime Report 

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall 

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments 

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported 

• He may be taking a crew to Gibson City to help with clean-up efforts after their flood 

→ Sewer – Brad Duncan, Superintendent reported 

• He discovered 650’ run of sewer that is breaking down and needs to be repaired on east Walnut Street 

→ Water – Mike Mellott, Superintendent was absent 

→ Police – Robert McCormick, Chief reported 

• He sent an officer to Gibson City the night of the flood to help 

→ City – Brett Ashburn, Superintendent reported 

• The 1st thru 4th Streets sewer project will start next week 

→ Legal – Steven Mann, City Attorney – no report 

7. Reports of Aldermen 

→ Alderman Norris – no report 

→ Alderman Endres thanked Chief McCormick for his department’s performance in apprehending as many bad people as they have; Dale Maley reported the worst vandalism at Marsh Park to date 

→ Alderman Hoselton – no report 

→ Alderman Kinate – no report 

→ Alderman Weber was absent 

→ Alderman Hoffman – no report 

→ Alderman Dameron – no report 

→ Alderman Schmidgall thanked the Street Department for picking up all the brush after the storm

10. New Business – Discussion/Action Items 

A. Motion by Dameron, second by Schmidgall to approve Ordinance No. 2021-8 annexing certain territory to the City of Fairbury. Motion carried 7-0. YES-Norris Endres Hoselton  Kinate Hoffman Dameron Schmidgall 

B. Motion by Kinate, second by Hoffman to approve a request from the First Presbyterian Church to hold an event in Sunken Park on Sunday, September 26th beginning at 3 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

13. Motion by Kinate, second by Hoffman to enter Executive Session at 6:51 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall 

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee). 

B. Sale or Lease of Real Estate – Section 2(c)(6) – Limited to actual setting of price for sale or lease of public property 

Motion by Kinate, second by Norris to enter Open Session at 7:16 p.m. Motion carried  7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall 

ACTION FROM EXECUTIVE SESSION - NONE 

14. Adjournment – Motion by Schmidgall, second by Kinate to adjourn at 7:16 p.m. Nancy Widlacki, City Clerk
