City of Pontiac City Council met June 7.
Here are the minutes provided by the council:
Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor and Wille.
MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY
Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille
Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.
CONSENT AGENDA
Mayor Alvey stated that there was five items on the consent agenda. He noted that item “E”, parade permit, would be removed for later discussion. Hearing no other objections, motion made by Eckhoff, second by Bradshaw that the items on the consent agenda, less item “E” be approved as presented.
A. Motion by Eckhoff, second by Bradshaw, to approve the minutes of the May 17, 2021 as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
B. Motion Eckhoff second by Bradshaw to approve the payment of bills totaling $1,425,336.53. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
C. Motion by Eckhoff, second by Bradshaw to refer a petition for re-zoning filed by Rick Baier to the Pontiac Planning Commission. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
D. Motion by Eckhoff, second by Bradshaw to approve the street closing request filed by Square Fair on Saturday June 12, 2021. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
Discussion on Parade Permit for Freedom Ruck
Jason, Amanda and Staci Dixon explained to Council the Freedom Ruck march/walk they would like approval by Council to hold on July 4, 2021. Depending on the amount of people that attend, they asked for a route through town and or the Band Shell in Riverside Park. There were no concerns by Council or City staff and the Mayor wished them luck.
Motion by Eckhoff, second by Kallas to approve the parade permit for Freedom Ruck March on July 4, 2021 as applied. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
A. Ordinance 2021-O-013 - Debarred Variance
Motion by Eckhoff, second by Hicks to approve Ordinance 2021-O-013, a variance request by Joseph Debarred at 416 W. Humiston St., to turn a carport into a garage, written. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, and Wille. Abstain vote recorded: Gabor
B. Intergovernmental Agreement with Saunemin Fire Protection District
Motion by Gabor, second by Hicks to approve the Intergovernmental Agreement between the City of Pontiac and the Saunemin Fire Protection District for a period of (5) years as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
C. Intergovernmental Agreement with Cullom Fire Protection District
Motion by Wille, second by Gabor to approve the Intergovernmental Agreement between the City of Pontiac and the Cullom Fire Protection District for a period of (5) years as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
D. Disposition of Surplus Property - Fire Department
Motion by Hicks, second by Giovanini to approve the listing on GovDeals for the Fire Department’s old cascade system. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
E. Transient Merchant License for Xtreme Pyro Inc.
Motion by Eckhoff, second by Giovanini to approve the Transient Merchant license to Xtreme Pyro, Inc. as applied. They will be setting up at the County Market parking lot. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
F. Transient Merchant License for E3i Ventures, Inc.
Motion by Gabor, second by Hicks to approve the Transient Merchant license to E3i Ventures, Inc. as applied. They will be setting up at Baby Bulls West parking lot. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
G. Awning Purchase
Motion by Wille, second by Gabor to approve the purchase and installation of Awnings at the Pontiac Museum and the Visitors Center from Shade Solutions, Inc at a cost of $18,066.81 using TIF funds. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
H. Report From Infrastructure Committee - Airport Road Jurisdiction Transfer
Motion by Gabor, second by Giovanini to decline the transfer from the County to the City of a half mile stretch of Old Airport Road from Sterling Estates to the Rec-Plex. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
I. Library Board
Motion by Eckhoff, second by Barr to approve the reappointment of Bill Bertram, Lisa Martina and Curt Myers to the Pontiac Public Library Board. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
J. Illinois Main Street Program
Liz Vincent reviewed the Illinois Main Street Community and that Pontiac has become a member. The City is working towards accreditation and will also become part of the national Main Street Community. A formal board is being created.
Mayor Comments
Mayor Alvey noted that there was very good attendance at both the Municipal Band Concert and the Rockin at the River Concert.
Administrator Comments
The City will be closing on the properties on Washington Street and will get a asbestos inspection done.
Council Comments
Alderman Barr said the Council members has received emails regarding the downtown city codes by a Pontiac resident. He suggests a committee look into requests and discuss the current codes.
Public Comments
A resident asked about how the concerts were publicized in Pontiac. She was told all social media outlets, radio station, newspaper, direct mailers, City news that is sent in the sewer billing and the marquees.
Executive Session
Motion by Bradshaw second by Wille to adjourn to Executive Session for the purpose of discussing Personnel matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Myers, Gabor, and Wille.
