Village of Heyworth Board of Trustees met Oct. 7.

Meeting Called To Order by Mayor Zalucha at 6:30pm.

REPORT FROM THE MAYOR:
Mayor Zalucha reported attending the IML Conference. The conference was good but not as detailed as it has been in the past. Attended a couple of session on the Justice Reform and learned of some expenses that maybe coming up. Attended a TIF session.
There will be an executive session tonight for personnel.
REPORT FROM CLERK - STACY SHOEMAKER:
No report.
REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:
Stacy Shoemaker reported that the application has been sent in for the liability, so there will be an action item to approve that soon.
REPORT FROM CHIEF GERIETS:
Chief Geriets submitted several activity reports.
Reported attending the IML Conference and agrees with the mayor that past conferences have been more informative. Discussed the mandates that will be coming up.
Deputy Chief Payne introduced Susan Cameron and the donation of $3,000 she gave. The police department purchased a new radio and will be setting up WIFI.
REPORT FROM CODE COMPLIANCE-DAVE SHAFER:
David Shafer reported there have been two new permits issued since last meeting. One fence and one residential. Reported the remaining funds from IHDA grant have been placed on hold as the funding mechanism that funded the program has been challenged in court and the IL Supreme Court issued a ruling that the fee was improper.
REPORT FROM PUBLIC WORKS -DAVID SHAFER:
Water:
David Shafer reported the least at 107 N Walnut has been repaired, the curb stop valve had failed. We will start using the new meter reading software next week when we read meters.
Sewer:
Reported aerator #5 replacement was installed last week.
Reported completing our semi-annual root treatments to known problem sewers.
Reported completing repairs to the sewer line at 407 E Cole Street. A 5’ section of pipe was removed and replaced.
Reported staff is continuing to investigate sewer problems and are making a list of defects to be corrected. Reported staff plans to begin smoke testing in the next couple of weeks. Residents should not notice anything unless they have a serious plumbing issue.
Parks:
Volunteer Park:
Reported splash pad is now closed for the season.
Centennial Park:
Reported playground is re-opened.
Reported discovering some electrical problems with the feed from the pavilion to the village restroom building and are working to correct it.
Composting Facility:
Reported the IEPA did their fall inspection on Wednesday.
Equipment and Staffing:
Reported the replacement for the gator should have been delivered in August, but no delivery date as of yet. Reported the salt shed rehab work is nearly complete.
Reported extending an offer to a candidate for the water supervisor position.
REPORT FROM ENGINEER-DAVID SHAFER:
David Shafer reported the Safes Routes to School Grant application was submitted last week, and it will be early 2022 before announcements are made.
Reported discussing at the last meeting we did conduct speed studies on Kickapoo Rd. The data is attached to this report.
REPORT FROM TREASURER SUE GILPIN:
Absent.
REPORT FROM BUDGET OFFICER-GEOFF DODDS:
Geoff Dodds reported anticipating a draft being proposed for the FY 2022 budget likely at the second meeting in November to aid with the tax levy.
Discussed and reviewed the first quarter village funds with the board.
Discussed the 5-year budget. When the proposed FY 2022 Amended Budget is presented, we anticipate presenting a revise 5-year budget.
REPORT FROM ADMINISTRATOR-GEOFF DODDS:
Geoff Dodds reported on COVID-19 updates.
Reported receiving information from Dower’s Automotive about completion of the BDD project previously awarded. The intent per the recommendation of the EDP committee is to have an addendum to that agreement to extend the completion date by another six months.
Reported having discussion with Pavlov Media about coming to Heyworth and they stated that they intend to do so. Reported receiving the executed agreements back from the county for animal control.
Reported on the IML Conference.
Reported that Area Waste Disposal was bought by a Toronto based company but was told there should not be a change in service.
Reported attempting to have a meeting with local realtors for the sale of 205/207 E Cleveland. Unfortunately, no one appeared, however, we learned of another local realter that does have willingness to assist with the sale. Geoff Dodds reviewed the action items on the agenda for tonight.
Reported on the items that will be on the next regularly scheduled board meeting agenda.

Julie Hewitt thanked the village for their support for Market on Main. And wanted to know if the fees could be lowered or just waived.
PARKS & INFRUSTRUCTURE-TRUSTEE FLUBACKER:

ED&P-TRUSTEE GIRDLER:
Reported having a committee meeting, which Geoff reported on everything. Very excited about the Pevlo.
HR-PR-TRUSTEE BROWN:
No report.

2021-40 (Lauterberg, Sheppard) Resolution approving an agreement with Tazwood Community Action Group for financial assistance for water users of the Village of Heyworth. 6-yes. 0-no. [Motion Carried]
2021-41 (Sheppard, Girdler) Resolution approving a Special Event Permit to Heyworth Connect for use of the Village of Heyworth Volunteer Park for a movie night and trunk or treating on October 23, 2021. 5-yes. 0-no. 1- abstain (Flubacker, due to her involvement with Market on Main) [Motion Carried]

New Business:
The board discussed golf cart ordinance and the fee for permitting them. The board agrees for this to be reviewed in Parks Committee.
Discussion on the personnel policy which consists of the whistleblower change and the uniforms for police officers. The board is in agreement that the boot allowance should be raised to $200 for public works and police.
