McLean County Transportation Committee met Jan. 4.

The Transportation Committee of the McLean County Board met at 8:00 a.m. in Room 400 of the Government Center, 115 E. Washington St., Bloomington, Illinois.
Members Present: Chairman James Soeldner, Members William Friedrich, Gerald Thompson, Shayna Watchinski, Lea Cline, Val Laymon and Jim Rogal
Members Absent: None

The meeting was called to order by Chairman Soeldner at 8:00 a.m. and a quorum declared.
Chairman Soeldner presented the Transportation Committee December 7, 2021 regular meeting minutes for approval.
Motion by Laymon/Cline to approve the Transportation Committee December 7, 2021 regular meeting minutes.
Motion Carried.
Chairman Soeldner presented prepaid bills in the amount of $464,153.90.
Motion by Friedrich/Thompson to recommend payment of bills as presented.
Motion carried.
Chairman Soeldner confirmed with Cassy Taylor there were no appearances by members of the public or employees.
Chairman Soeldner presented for action a request to approve a Resolution for the December 21, 2021 Material and Construction Letting. Mr. Stokes indicated this was a yearly letting for rock for shoulders and culvert work as well as for the Stringtown project. Mr. Friedrich asked if cost included transportation to site. Mr. stokes indicated they add cost per mile and try to utilize the closest quarry to projects for needed materials.
Motion by Watchinski/Laymon to recommend approval of a Resolution for the December 21, 2021 Material and Construction Letting.
Motion Carried.
Chairman Soeldner presented for action a request to approve a Resolution for the December 17, 2021 Equipment Letting and Resolution of Surplus Property. Mr. Stokes indicated for backhoe, fleet trucks and Ford Explorer. He provided history on purchase of trucks, cancelled order, costs and option to go through State bid program. Mr. Stokes noted the second part of this request was for the surplus. He noted they would see if any other departments needed vehicles, what trade amount they receive but if neither of those were options they would take them to auction. Mr. Soeldner asked him to confirm they would do that after they get the new vehicles. Mr. Stokes confirmed.
Motion by Cline/Rogal to recommend approval of a Resolution for December 17, 2021 Equipment Letting and Resolution of Surplus Property.

Chairman Soeldner presented for action a request to approve a Resolution for December 28, 2021 Equipment Letting. Mr. Stokes indicated this was bid for hydraulics for the tandem trucks. He noted that they had not been happy with service, so they expanded radius on request as they had heard good things about a bidder out of Joliet. Mr. Thompson asked if same service for lower price. Mr. Stokes went over services and reasons for difference in price. Mr. Soeldner asked if they ever had different manufacturing beds on trucks. Mr. Stokes indicated they had not but had considered it.
Motion by Thompson/Laymon to recommend approval of a Resolution for December 28, 2021 Equipment Letting.

Chairman Soeldner presented for action a request to approve an Engineering Services Agreement with Hanson Professional Services and a Motor Fuel Tax Resolution for Section 22-00180-01-RS Seminary street (CH27) in Downs. Mr. stokes went over location and project and noted the need for outside assistance because of all the different parts to the project. Mr. Soeldner asked about closing the road. Mr. Stokes indicated would be some closure but not for the entire project. Mr. Soeldner asked about the effect to the park. Mr. Stokes indicated they talked with the village about the park and the cemetery and once they had plans and designs they would consult with the village again.

Chairman Soeldner presented for action a request to approve a General Engineering Services Agreement with Lewis, Yockey & Brown, Inc. Mr. Stokes indicated this is an annual agreement for engineering services including survey and right of way work. He noted that they do not have a surveyor on staff. Mr. Soeldner asked if rates increased. Mr. Stokes indicated he was not sure on the percentage, but that cost on some services had gone up, but increase was minimal.
Motion by Watchinski/Laymon to recommend approval of a General Engineering Services Agreement with Lewis, Yockey & Brown, Inc.

Chairman Soeldner presented for action a request to approve an Agreement for Stormwater Education Program Services. Mr. Stokes indicated that they have an MS4 permit, and it requires them to perform outreach to the Committee. He noted that the County partners with the City, Town and Bloomington Normal Water Reclamation District and Ecology Action Center on that part of the permit. He noted that EAC does the outreach and provides a report that the Highway Department submits with the permit. Mr. Soeldner stated he was a supporter of the outreach to teach people the right way to dispose of hazardous materials and asked how they include the small towns in the County. Mr. Brown went over ways they reach out to all areas of the county including schools, social media and reaching out to those who have septic systems. Mr. Stokes noted that when they were last audited by the Environmental Protection Agency, the person was very impressed with the program that we have with Ecology Action Center.
Motion by Thompson/Friedrich to recommend approval of an Agreement for Stormwater Education Program Services.

Mr. stokes went over finalizing of some paperwork on projects and noted the stormwater quarterly reports in the packet
Chairman Soeldner asked if there was any other business to come before the Committee; hearing none, he adjourned the meeting at 8:27 a.m.
