City of Pontiac Planning & Zoning Board met Sept. 26.

The City of Pontiac Planning and Zoning Board held a meeting at 4:30 p.m. in the City Hall Council Chambers to consider the following:
Amendment of Section 103-81 “Table of permitted and special uses”, to allow a special use permit in an estate residential district to allow telecommunication cell towers.
The following members were present: Bill Abraham, Rick Baier, Tim Fogarty, Paul Giordano, Tim Lewis, and Matt Stock. Pat Martin was absent. Also present were David Wilson from the Building and Zoning Office, City Administrator Jim Woolford, and members of the audience, Mary Lou Legner and Sue Smith. With a quorum being present, the meeting began at 4:30 p.m.
Bill Abraham made a motion to approve the minutes from the July 11, 2022 meeting, and with a second from Rick Baier and a unanimous yes vote, the minutes were approved. Jim Woolford informed the Board that a future variance will take place regarding telecommunication towers being in an estate residential district, however Section 103.81 does not permit such. An amendment needs to be made to allow a special use permit to be located in an E-R Zoning District. Matt Stock made a motion to recommend to City Council to approve the amendment, and with a second from Rick Baier and a unanimous yes vote, the motion passed.
Mary Lou Legner and Sue Smith stood before the Board questioning the use of back yard chickens. Mrs. Legner and Mrs. Smith discussed with the Board the pros of having chickens and discussed the research that they have done together to help the Board approve chickens. Mrs. Smith mentioned that other cities allow chickens in rear yards and that each city has their own program and rules to allow a clean and safe environment. After much discussion between the members of the Board, the final conclusion was that the subject at hand will be discussed at a later meeting. Mrs. Smith and Mrs. Legner will continue to do more research and present to the Board requesting an ordinance to approve chickens.
With no further discussion, Rick Baier made a motion to adjourn the meeting and with a second from Bill Abraham and a unanimous vote, the meeting was adjourned at 4:56 p.m.
