City of Le Roy City Council met Oct. 3.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kyle Merkle, Patti Welander, Justin Morfey, Dawn Hanafin, Ron Legner, and Sarah Welte.

Staff members present were Dan Lush, Perry Mayer, Jason Williamson, Dave Jenkins and Anita Corso.

Included on the consent agenda were Regular Meeting Minutes from September 19, 2022, Special Projects Committee of the Whole Meeting Minutes from August 15, 2022, invoices from October 3, 2022 in the amount of $40,260.17, and payroll for the period of September 23, 2022, in the amount of $ 45,934.34.

The items in the consent agenda were voted on separately.

Motion was made by Patti and seconded by Matt for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-abstain, Dawn Hanafin yes, and Ron Legner-yes, Sarah Welte-yes. Motion carried 6 yeas, 0 nays, 1 abstain.

Kelly Lay was seated at 7:06 p.m.

Motion was made by Kyle and seconded by Matt for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, and Ron Legner-abstain, Sarah Welte-yes, Kelly Lay-abstain. Motion carried 6 yeas, 0 nays, 2 abstain.

Perry reported the water department is in the process of repairing several leaks around town. Mostly they are in the service line between the main and the curb box. The department is also completing some finishing touches on the water plant remodel.

Motion was made by Patti and seconded by Sarah to approve Rotary Club’s proposed improvements within the landscaped area of How parking lot. Discussion included details of the work to be done and that funding is a result of grant funding from the Bloomington/Normal Rotary Club. The club expected a completion date of mid-June 2023. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, Ron Legner-yes, Sarah Welte-yes, Kelly Lay-yes. Motion carried 8 yeas, 0 nays.

Motion to approve the Final Plat of the Seventh Addition to Falcon Ridge Subdivision was made by Kyle and seconded by Kelly. Discussion included concerns of a single lot addition and questions of infrastructure requirements. Ron questioned the installation of a septic system rather than a direct

connection to sewer. Dave reported that he would discuss with Superintendent Bryant once again but believed his primary concerns were that the elevations taken were not favorable and that the private service line would be crossing two neighboring residences right-of-way. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, Ron Legner-yes, Sarah Welte-yes, Kelly Lay-yes. Motion carried 8 yeas, 0 nays

In Old and New Business Sarah reported she’d been asked about putting speed bump on Falcon Ridge Drive. Dan said the plows just tear them up and there are other options but not any more durable.

The Mayor reported the last concert in the park was wonderful.

The Farmer’s Market Oct 16 will be the last for the season. The theme is “Trick or Treat”. The JULIE locate for the parking lot at Brickyard Fields has been called in but start date is still unclear. I.O.O.F lodge is putting a memorial tree for R.D. Johnson in the boulevard on Park Street.

Motion was made by Sarah and seconded by Kelly to adjourn the regular council meeting. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, Ron Legner-yes, Sarah Welte-yes, Kelly Lay-yes. Motion carried 8 yeas, 0 nays.

Meeting was adjourned at 7:35 PM.
