City of Le Roy City Council met Oct. 17.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:02 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kyle Merkle, Patti Welander, Justin Morfey, Dawn Hanafin.

Staff members present were Dan Lush, Scott Bryant, Jason Williamson, Dave Jenkins and Anita Corso. Ron Legner was seated at 7:03 PM.

During public comments Josh Harkel from APEX Clean Energy gave an update on the wind project just outside of the City.

Included on the consent agenda were Regular Meeting Minutes from October 3, 2022, invoices from October 17, 2022 in the amount of $314,960.29, and payroll for the period of October 7, 2022, in the amount of $ 44,549.56.

The items in the consent agenda were voted on separately.

Motion was made by Kyle and seconded by Justin for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, and Ron Legner-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Matt and seconded by Patti for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-abstain, and Ron Legner-yes. Motion carried 5 yeas, 0 nays, 1 abstain.

Dan reported brush pickup was this week. It will also be the week of Oct 31 thru Nov 4 which will be the last brush pickup for the season.

Jason reported the training reimbursement check is on its way. New K-9 officer Eve was introduced. Jason also mentioned plans to start looking for a new squad in the rotation since there is still a delay in orders. He also discussed the possibility of getting a truck instead of an SUV.

Scott explained the process for rebuilding / replacing the clarifier at the sewer plant. Also that the NPDES discharge permit has been renewed for another 5 years.

Dave reminded all that flu shots for employees and council will be at City Hall Oct 27, 2022 at 10:00 a.m. Dave also reported the parking lot at the dog park is scheduled to be poured 10/18/22.

ORD. NO. 22-10-02-51 An ordinance approving a variation of corner lot front yard fencing setback requirements of the municipal code, Le Roy, Illinois. Motion to approve was made by Patti and seconded by Matt. Discussion centered around the necessity of a variance where the fence is no closer to road than the house regardless of the 25 ft setback. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, and Ron Legner-yes. Motion carried 6 yeas, 0 nays.

ORD. NO. 22-10-03-51 An ordinance approving a special permitted use variation in the front and side yard parking requirements of the municipal code, Le Roy, Illinois, Title 10-Zoning. Motion to approve was made by Patti and seconded by Justin. Discussion included reasons for that side of the house when other side was available. All questions were answered by homeowner who was present. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, and Ron Legner-yes. Motion carried 6 yeas, 0 nays.

In Old and New Business Council discussed the location and details of the APEX – Diamond Grove Windfarm.

The Mayor reported the memorial tree has been planted by IOOF in the boulevard. He also praised the grand opening of Birch & Beams new store Oak & Flame.

Motion was made by Justin and seconded by Kyle to adjourn the regular council meeting. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Dawn Hanafin-yes, and Ron Legner-yes. Motion carried 6 yeas, 0 nays.

Meeting was adjourned at 7:38 PM.
