REPORT FROM THE MAYOR:
Mayor Zalucha reported to the board that we did hold a truth and taxation hearing last week. We did not have any public. Discussed the rates.
Reported we will have executive session.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

REPORT FROM CHIEF GERIETS:

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

REPORT FROM PUBLIC WORKS -DAVID SHAFER:
Absent. Attorney Dodds reported that one of the snowflakes that is not lit up is because it is on a pole without power to it.
Trustee Flubacker entered at 6:40pm.
Attorney Dodds reported that we have received information from Frontier about installing fiber optic.
REPORT FROM ENGINEER-DAVID SHAFER:
Absent.
REPORT FROM TREASURER:
Absent but left financial report.
REPORT FROM BUDGET OFFICER-GEOFF DODDS:
Geoff Dodds reported we have completed the 2nd quarter or 50% of FY 2023. Geoff reviewed with the board a summary of accounts.
Reported in order to accommodate future operational discussions, particularly some new hires that we’ve discussed, Geoff has proposed amendments to the 5-Year Budget.
REPORT FROM ADMINISTRATOR-GEOFF DODDS:
Geoff Dodds reported on COVID-19 and the CDC amendments to the guidelines.
Reported having a public meeting today prior to the board meeting to discuss the new proposed TIF VI amendment. This meeting is required per statute.
Reported Pavlov continues installation in town.
Reported we recently received applications for fiber optic installations from Frontier for much of the community. Reported the liability insurance and the health insurance is on the agenda for tonight.
Reported we held the truth and taxation hearing on Wednesday, November 16th at 6:30pm. We provided information to the public through a press release from the Mayor. We did not have any public attendance. Reported we have hired a water supervisor and are in the conditional offer phase for another public works employee and a full-time officer.
Reported revising the preliminary numbers for our IMRF contribution rate for the upcoming year. Geoff Dodds reviewed the action items on the agenda for tonight.
Reported on the items that will be on the next regularly scheduled board meeting agenda.
REPORT FROM ATTORNEY-GEOFF DODDS:
Geoff Dodds reported still working through additional possible amendments to the Personnel Policy.

3. The zoning text amendment is in the public interest. Trustee Flubacker-agrees with ZBA. 4-yes. 2022-65 (Girdler, Lauterberg) Ordinance approving a Zoning Text Amendment to amend Section 11-10-9 ET SEQ. of the Village of Heyworth Zoning Code to allow for signage in Public Use Zoning Districts. 4-yes. 0-no. 2022-66 (Strunk, Girdler) Ordinance to establish a date for a public hearing for the proposed Second Amendment to Heyworth Tax Increment Financing (TIF) District VI. 4-yes.0-no. [Motion Carried]
2022-67 (Lauterberg, Girdler) Ordinance approving an amendment to Ordinance 2020-56, “An Ordinance authorizing the Village of Heyworth, McLean County, Illinois to borrow funds from the Illinois Environmental Protection Agency Public Water Supply Loan Program” to increase the loan amount for the Village of Heyworth 2020 Water Main Project. 4-yes. 0-no. 2022-50 (Girdler, Strunk) Resolution approving a renewal with ICRMT for Liability Insurance for the Village of Heyworth. 4-yes.0-no. [Motion Carried]

2022-69 (Lauterberg, Girdler) Ordinance approving the Health Insurance Program for Calendar Year 2023 for the Village of Heyworth Employees. 4-yes.0-no. [Motion Carried]
Review of proposed amendment budget:
Attorney Dodds discussed with the board that we need to shift funds around for projects in TIF I, due to TIF I expiring. Discussed paying off the bonds. Recommending 15% of salary for the attorney pay out of TIF III. Future discussion will be there any projects that will be pushed back.
