City of Le Roy City Council met Dec. 19.

The meeting was called to order by Mayor Steve Dean at 7:10 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kyle Merkle, Patti Welander, Justin Morfey, Kelly Lay, Sarah Welte, Ron Legner.
Staff members present were Perry Mayer, Jason Williamson, Dave Jenkins and Anita Corso.
Included on the consent agenda were Regular Meeting Minutes from December 5, 2022, invoices from December 19, 2022 totaling $ 116,025.53, payroll for the period of December 16, 2022 in the amount of $ 43,899.31.
The items in the consent agenda were voted on separately.
Motion was made by Patti and seconded by Matt for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Kelly Lay-abstain and Ron Legner-yes. Motion carried 6 yeas, 0 nays, 1 abstain.
Motion was made by Kyle and seconded by Sarah for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte yes, Kelly Lay-abstain and Ron Legner-yes. Motion carried 6 yeas, 0 nays, 1 abstain.
Perry reported the cleaning of the towers and water storage is complete and all are back online. Water quality is excellent. The test drill for the new well has begun near the street department.
Dave reported the TIF notice mailing is going out to residents within 750 feet of the boundaries. February 13, 2023 is the public hearing date in the ordinance on today’s agenda. If the current timetable is maintained there should be final approval in March.
Motion was made by Matt and seconded by Kelly for approval of the quote from IPRF for first responder coverage in relation to the Illinois Public Employee Disability Act totaling $297.22 per month, $3,566.64 annually. Discussion explained this policy covers the shortfall in workman’s comp insurance specific to first responders. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Kelly Lay-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.
ORDINANCE NO. 22-12-03-30 An ordinance of the City of Le Roy, McLean County, Illinois to set a date for, and to approve a public notice of a public hearing on the proposed City of Le Roy Downtown/I-74 Redevelopment Project Area Tax Increment Financing Redevelopment Plan and Project. Motion to approve by Patti was seconded by Justin. Discussion included a review of the dates for the public hearing and the joint review board. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Kelly Lay-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.
ORDINANCE NO. 22-12-04-40 An ordinance amending Title Four, Public Health and Safety, Chapter 2, Garbage and Refuse; Section 2, Refuse Collection and Disposal, Subsection 4, Rates: of the Municipal Code of the City of Le Roy, Illinois, 2003 (as amended). Motion to approve by Patti was seconded by Sarah. Discussion reviewed the necessity of raising toter fees and the service fee to cover costs, specifically since the toter fee has not changed since 2016. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Kelly Lay-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.
In Old and New Business Kelly suggested regulations for bee keeping within the City limits. Discussion covered current hives in the area as well as suggested state regulations. The Mayor said the process needs to start with the zoning board. Kelly will provide the results of her research into similar regulations of surrounding communities.
Patti asked about the chicken ordinance. Dave said he had information ready for a zoning board meeting in February.
The Mayor announced a coffee shop to be opening on Walnut street in the old Sandy’s Place.
Dave mentioned talking to the school about possibly creating an infomercial type video to help publicize Le Roy.
