City of Pontiac City Council met Jan. 17.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on January, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks (Via Zoom), Bradshaw, Clark, Gabor, and Wille.

CONSENT AGENDA

Mayor Alvey stated that there were three items on the consent agenda. He asked if there were any items that needed to be removed for later discussion. Hearing none, motion made by Bradshaw, second by Barr that the items on the consent agenda be approved as presented.

A. Motion by Bradshaw, second by Barr to approve the minutes of the January 3, 2022 as written. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

B. Motion by Bradshaw, second by Barr to approve the payment of bills totaling $142,020.05 from all funds. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Clark, Gabor and Wille

C. Motion by Bradshaw, second by Barr to refer application for a Special Use Permit, Zoning Ordinance Variance and Zoning Classification to construct a Community Solar Project by Bundleflower Solar, LLC. to the Planning Commission. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Clark, Gabor and Wille

REGULAR AGENDA

A. Presentation by Competitive Power

Seth Uphoff, Micah Fuchs and Steve Sullivan presented plans for a Solar Farm around the Cayuga Golf Course. Explained the benefits, life of project, regulations by State and that after approval from Livingston County, when project would start.

B. Annual Police Pension Fund Report

Jim Woolford presented the annual Police Pension report, noting investments now controlled by State and that the fund was 61% funded.

C. Ordinance 2021-O-001 - Annexation and Zoning Ordinance - Westview Drive and Countryside Lane

Motion by Gabor, second by Willie to approve Ordinance 2023-0-001, Annexation and Zoning of Westview Drive and Countryside Lane, all which are wholly bounded by corporate limits of the City, as written. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Gabor and Wille. Abstain vote recorded: Clark

D. Ordinance 2023-0-002 - Ordinance Amending Chapter 6 of the Code of Ordinances entitled Animals - Backyard Chickens

Motion by Eckhoff, second by Hicks to approve Ordinance 2023-0-002, amending the Code of Ordinances regarding the allowance of Backyard Chicken Coops, abiding by all regulations set forth and adding a $50.00 permit fee. On a roll call vote, motion carried 7-3. Aye votes recorded: Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, and Clark. Nay votes recorded: Barr, Gabor and Wille.

E. Appointment - Carole Peterson to Police Pension Board

Motion by Kallas, second by Bradshaw to approve the appointment of Carole Peterson to the Police Pension Board. On a roll call vote, motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks, Bradshaw, Clark, Gabor and Wille

Mayor Comments

Madison Street project is going well with some additional repairs needed.

Administrator Comments

Mentioned the brochure stating that there were 20,724 visitors to Pontiac in 2022. Also noted that staff vacancies have been filled.

Council Comments

Alderwomen Eckhoff asked about the electric charging stations in the City parking lot that were acquired by a grant. Asked that staff look into the grant and see if specified that the City had to pay for the electricity to charge vehicles.

Public Comments

Lane Henkel, Bod Kinas, Dee Hathaway and Keith Tribley, all of Westview Dr. asking about the annexation ordinance that was just passed. They have not received any information on what happens next, services that would now be provided by the City, and damage to their yards when the sewer was put in. All asked about their properties being fixed to original condition because of damage from sewer installation. Also inquired about garbage pick up and yard waste pick up, etc.

The City will send a letter to all residents explaining the annexation.
