City of Pontiac Committee of the Whole met March 14.

The Committee of the Whole meeting of the Pontiac City Council was held on March 14, 2023 at City Hall.
Mayor Alvey called to order the meeting at 6:15 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Hicks (via on-line), Bradshaw, Clark Gabor and Wille.
Also attending: Mayor Alvey, City Administrator, City Clerk, Scott Cranford, Barb Howard, Jerry Causer, Jake Kinkade and Chris Brock.
Agenda
Wastewater Treatment Department
Jake Kinkade noted that the Wasterwater Treatment Plant project is almost complete except for some landscaping which will be finished as weather permits. In June the City will began payments to the loan annually. There has been a revenue decline probably due to the City's population decrease and the decrease in population at the prison. There will be a need of up to a 10% rate increase each year for the next (4) years.
The North Side Sewer Separation Phase II and the South Side Separation Phases I - III are in the works and as completed will eventually help the Treatment Plant in their operations.
Staff at the Wastewater Treatment plant are continuing training on the new equipment, but all is going well.
Street Department
Chris Brock gave his annual report on the Street Department. He noted that the department was down (1) full time position.. There are (2) part time employees that do the mowing in all the parks, etc. They already have quite a few applications for summer work.
Some of the new projects planned for the year are: the roof at Old City Hall, continued work on the 218 Madison Street building, which has some facade separation work to be done, and the sidewalk in front of the Public Safety Building.
The already approved fuel system pumps at the City garage are now planned to be installed in May. The tree painting is being shifted to fall and the department is planning to rework the downtown district islands.
New equipment needed would be a new pickup, a new bobcat and or new attachments, and a couple of liftgates. A wish list for a new leaf pick up truck.
Also discussed was the hiring of Trost year round for tree grinding at the City dump site at a cost of $27,000.00. This will help eliminate the need for burning which needs to be eliminated. Also the dumping of brush by contractors and the possibility of charging them and or stopping the service. The problem is more with out of town contractors that dump their brush.
Discussed was the dollar amount of the Motor Fuel Tax Funds and the amount of $370,000.00 left fo this years street repair projects. The projects for this year suggested are: spray patching, Vermillion St. Sidewalks, South Oak St, Ray Street, and Lee Street. If possible add Hazel Street, Fountain Street, Riverview and Timber Street. All projects will depend on bids that are being let. Also needed are multiple sidewalks and ADA ramps.
