City of Pontiac City Council met March 20.

Here is the agenda provided by the council:

The regular meeting of the Pontiac City Council was held on March 20, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Bradshaw, Clark, Gabor and Wille.

Absent: Hicks

CONSENT AGENDA

Mayor Alvey stated that there were eight items on the consent agenda. He asked if there were any items that needed to be removed for later discussion. Hearing none, motion made by Eckhoff, second by Bradshaw that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Bradshaw to approve the minutes of the March 6, 2023 City Council meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

B. Motion by Eckhoff, second by Bradshaw to approve the corrected minutes of the February 20, 2023 City Council meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

C. Motion by Eckhoff, second by Bradshaw to approve the minutes of the March 13, 2023 Committee of the Whole meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

D. Motion by Eckhoff, second by Bradshaw to approve the minutes of the March 14, 2023 Committee of the Whole meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

E. Motion by Eckhoff, second by Bradshaw to approve the minutes of the March 15, 2023 Committee of the Whole meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

F. Motion by Eckhoff, second by Bradshaw to approve the minutes of the March 16, 2023 Committee of the Whole meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

G. Motion by Eckhoff, second by Bradshaw to approve the payment of bills totaling $584,237.25 from all funds. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

H. Motion by Eckhoff, second by Bradshaw to approve a Parade Permit for Corpus Christi Parade on 6/11/2023. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

PUBLIC HEARING - BUDGET 2023-2024

Mayor Alvey opened the Public Hearing on the City Budget for 2023-2024 at 7:03 P.M. Jim Woolford went through some highlights of the budget including sewer separation projects, Fuel farm at airport, proposed new equipment, streets, staffing that is needed and the proposed substation for the fire department.

Mayor Alvey asked for any questions or input from the public. Hearing none, he closed the public hearing at 7:08 P.M.

REGULAR AGENDA

A. Presentation - United Way Summer Kick Off

Motion by Eckhoff, second by Gabor to approve the closing of Plum Street between Howard St. And Madison St. for the United Way Summer Bash Kick Off from 7:00 P.M. to 9:30 P.M. on May 26, 2023. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

B. Monarch Mayor Pledge

Motion by Wille, second by Lee to authorize the Mayor to Sign the "Mayors' Monarch Pledge" to help save the Monarch Butterfly through initiatives such as planters in the downtown area. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

C. Approval Pontiac Rural Fire Protection District Service Agreement- Ordinance 2023-0-011

Motion by Gabor, second by Barr to approve Ordinance 2023-0-011, Rural Fire Protection Service Agreement as written. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

D. Approval - 2023 Street Maintenance Program

Motion by Barr, second by Clark to approve the 2023 Street Maintenance projects as proposed. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

E. Resolution - 2023-R-001 MFT Maintenance

Motion by Eckhoff, second by Gabor to approve Resolution 2023-O-001, MFT Maintenance in the amount of $375,000.00. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

F. Bid Award - South Side Sewer Separation Phase 1

Motion by Kallas, second by Lee to approve the bid award for the South Side Sewer Separation Project, Phase I to H.J. Eppel in the amount of $1,039,835.40. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

G. Approval - Boring Proposal 116 Sewer Extension

Motion by Eckhoff, second by Kallas to approve the bid from Midwest Testing Services for Boring Investigation at Rt116 along OSF at a cost of $7,780.00. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Clark, Gabor and Wille.

Mayor Comments

Mayor Alvey noted that there will be a Wastewater Treatment Plant open house for the Council in April or May.

Administrator Comments

Jim Woolford announced that Metro Communications will be doing boring in the City to install fiber optics. City Attorney, Alan Schrock has been working with Metro with regards to insurance needed.

There will be a special meeting on Monday, March 27, 2023 to approve the 2023-2024 budget
