In a recent news release, Illinois state Rep. Thomas Bennett (R-Watseka) unveiled a plan aimed at assisting schools in their readiness for unforeseen circumstances.
Senate Bill 2577, a bipartisan proposal, aims to allocate grants to schools for acquiring precise crisis response mapping data. The data would be shared with law enforcement and first responders to facilitate their preparedness during emergencies.
"This will help our schools be better prepared when the unthinkable happens, whether it’s a weather emergency or violence against students," Bennett, a co-sponsor of the bill, said in the release. "The ability of first responders to move and act quickly can save lives when tragedy strikes. This is a common-sense step we can take to make our schools safer."
The mapping data would be stored in a digital format to make it easier for first responders to access in response to emergencies at schools. The Illinois State Board of Education would provide grants to public schools in order to cover the cost of acquiring the crisis response mapping data. With appropriation, schools would be allowed to review and update the data as needed. The legislation would go into effect immediately upon passage.
The proposed legislation also aims to modify the School Safety Drill Act (Public Act 094-0600), which was implemented in 2005.
The School Safety Drill Act establishes the minimum requirements and standards for conducting school safety drills in both public and private schools. It mandates the review of school emergency and crisis response plans, specifies the frequency and types of safety drills that schools must conduct annually, and it allows for the participation of emergency responders. The legislation also describes the incidents that different types of safety drills should focus on and includes guidelines for reporting them. It additionally outlines the responsibilities of various professionals such as the State fire marshal, superintendents and the State Board of Education.
Bennett was appointed to represent the 53rd Senate District in January 2023, his website biography said. From 2015 to 2023 he served as state representative for the 106th District. Bennett’s background includes teaching junior high and high school science, along with experience as an IT professional at State Farm Insurance.
