City of Le Roy City Council met May 1.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:03 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kelly Lay, Dawn Hanafin, Ron Legner, Kyle Merkle, Patti Welander, Justin Morfey, and Sarah Welte.

Staff members present were Perry Mayer, Dave Jenkins and Anita Corso. There were no comments from the public.

Mayor Dean issued the oath of office to the newly re-elected Alderpersons Matt Steffen, Kelly Lay, Ron Legner, and Patti Welander.

A motion by Justin and seconded by Kelly was made to approve the Mayoral appointment of Dawn Hanafin to serve a two year term as alderperson in Ward Four. Roll call: Matt Steffen yes, Kelly Lay-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle-yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays.

Mayor Dean issued the oath of office to Dawn Hanafin.

Included on the consent agenda were Regular Meeting Minutes from April 17, 2023, invoices from 5/1/2023 totaling $ 224,441.74, and payroll for the period of 4/21/23 in the amount of $57,382.98.

The items in the consent agenda were voted on separately.

Motion was made by Kyle and seconded by Matt for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner yes, Kyle Merkle-yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

Motion was made by Kelly and seconded by Sarah for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -yes, Patti Welander-yes, Ron Legner abstain, Kyle Merkle-yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays, 1 abstain.

Staff Reports: Perry reported the contractors for the work to be done at Oak and Elm streets have started work. The meter replacement contractors started today. They are knocking on doors and leaving door hangers with information to make appointments. Metronet has begun digging in Pleasant Valley. Summer help will begin mid May with the same two students from last summer.

Dave explained the process the meter change contractors are using and their expected rate of completion. He gave a brief overview of the meeting with the bank to discuss investment options available to the city. A public hearing about the windfarms will be held before the next council meeting.

The Mayor introduced Brad and Ashlie Marcy. They gave an overview of their plans for a new business called Garden Grove Farm in regards to the city owned 17.59 acres in Bicentennial Dr.

Matt made a motion, seconded by Kelly, to approve the Mayoral appointments for the fiscal year 2023-2024. The list is attached to these minutes. Roll call: : Matt Steffen-yes, Kelly Lay yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle-yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

RES NO. 23-05-01-60 A RESOLUTION OF THE CITY OF LE ROY ADOPTING CIVILITY PLEDGE. Motion to approve was made by Patti and seconded by Sarah. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin- yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle-yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 8 yeas, 0 nays.

In Old and New Business the Mayor discussed the upcoming Spring Fling, Citywide Garage Sales, and the Bowman Park build day. He also reported the pharmacist was making progress toward the state licencing.
