City of Chenoa City Council met June 13.

Here are the minutes provided by the council:

The Chenoa City Council met in regular session on June 13, 2023 at 6:30 p.m. at City Hall. Mayor Shane, Commissioners Myers, Price, Moreland, Lopeman, Attorney Mann and City Clerk Rhoades were in attendance.

#5530 Commissioners Price and Lopeman moved and seconded the Motion that the Minutes of the Regular Meeting of May 23, 2023 be approved. That the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of same. The roll call vote was affirmative.

#5531 Commissioners Lopeman and Price moved and seconded the Motion to Approve Fiscal Year 2023-2024 Budget. The roll call vote was affirmative.

#5532 Commissioners Myers and PMoreland moved and seconded the Motion to Approve Ordinance Appropriating Funds For the Purpose of Defraying the Necessary Expenses and Liabilities of the City of Chenoa for the Fiscal Year May 1, 2023 through April 30, 2024. Ordinance # 853. The roll call vote was affirmative.

#5533 Commissioners Moreland and Price moved and seconded the Motion to Approve to Change the Zoning for 503 Hoselton Dr. Parcel 03-02-376-002 from HI Highway Interchange District to R-3 High Density Residential District. The roll call vote was affirmative with Commissioner Lopeman negative.

#5534 Commissioners Moreland and Myers moved and seconded the Motion to Approve to Enter into Executive Session to Discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees of the City of Chenoa - Section 2(c)(1) and Litigation – Section 2(c)(11) – Pending Probable or Imminent Litigation. The roll call vote was affirmative.

#5535 Commissioners Myers and Moreland moved and seconded the Motion to Approve to Return to Open Session. The roll call vote was affirmative.

#5536 Commissioners Myers and Moreland moved and seconded the Motion to Approve to Extend Special Use Permit for Zachary Lopeman to allow Temporary Housing in I-1 Light Industrial District at 600 Commercial Parcel 03-01-314-003 and 624 Commercial Parcel 03-01-314-004 for a Two Year Period Set to Expire August. The roll call vote was affirmative with Commissioner Lopeman abstaining.

#5537 Commissioners Lopeman and Price moved and seconded the Motion that the council do now adjourn. The roll call vote was affirmative.

IN OTHER BUSINESS BEFORE THE COUNCIL:

Greg Anderson Sworn in as the New ESDA Director

Greg was sworn in by the McLean County EMA Director.

FY 2023-2024 Budget

Mayor Shane said due to needing to get the ordinance appropriating funds to the county they rolled over the numbers from last year. The council will give it more time with better understanding before they amend the budget. Commissioner Moreland asked if they were rolling over the numbers, and if so, why are some of the numbers different. Treasurer Rowold said he did make some changes based on his best judgment from what he knows and what he has heard at council meetings.

Ordinance Appropriating Funds For the Purpose of Defraying the Necessary Expenses and Liabilities of the City of Chenoa for the Fiscal Year May 1, 2023 through April 30, 2024 Commissioner Lopeman asked what this ordinance is for. Treasurer Rowold said this takes the budget by departments instead of line by line saying how the income will be spent.

Zoning Board Recommendation and Findings from Hearing on Application for Zoning Amendment submitted by Applicant Zachary Anderson for property at 503 Hoselton Drive, Chenoa, Illinois

Zach Anderson introduced himself explaining his background and how he got involved in rental properties. His plan for the apartments is eight one bedroom apartments. He plans to allow short term leases for travelers for work purposes. In order for him to change the zoning on a property he had to purchase the property first per the City Code. There were some concerns of what if he sold the apartments and the next owner did not keep it as nice. Most of the council agreed they could not focus on the what ifs. Zach said he probably will put storage units on the property if the apartments do not get approved as it is currently zoned for that.

Zoning Board Recommendation for Special Use Permit Extension for Zachary Lopeman Commissioner Moreland asked since they already have an agreement with Zack on that property if the City could pull this agreement if the other agreement is not kept. Attorney Mann said they can discuss that further in the closed session.

Extending S. Veto Street to Kentucky Avenue for Addressing Purposes

Mayor Shane said a building behind the Fitness Center was just sold and it currently has the same address as the Fitness Center. The council agreed they needed to do some research into how changing an alley to a street would affect the setbacks. The council agreed to table this discussion until they can look into the code more.

Comments from the Floor

Larry Leggett asked about the sign at the alley that says no through traffic. The council told him that is on the to do list to be removed. He asked if the council could attend another meeting like a Zoning Board Meeting without being in violation. He was told they could all attend as long as three or more were not discussing city business as council members.

Sally Decker voiced her concern with the council pushing off the address needed for a business. She said some did not want the apartments because it takes up commercial space for a business that isn't even here but the council wants to push off a business that is already here.

Liz Easly thanked Clayton Bracken for his work at the Gazebo.

Attorney's Comments

Attorney Mann asked Commissioner Lopeman for his reconsideration of the minutes. Commissioner Lopeman asked for the internet drops to be corrected to four, correct ESDA Director to Gerg Anderson, and correct 66 and 24 under Commissioner Comments. The council approved the changes.

Treasurer’s Comments

Treasurer Rowold said he will have May’s numbers to them shortly as he has been working on the budget.

Commissioner’s Comments

Commissioner Moreland said he wants to start focusing on replacing mains and he invisions doing it how Heyworth has. He is working with Farnsworth to do a study and try to get an EPA loan. The study will cost roughly $30,000. There have been a few hiccups with Division Street. Mayor Shane said they are asking residents to conserve water on Thursday as they had some valves not working and they might need to shut the tower down. The cleartank has been started.

Commissioner Lopeman said the guys are working on the storm sewer so that Steve can get the new sidewalk poured by the new bathrooms. The storm sewer damage by the vet clinic has been taken care of. The jet vac has been getting some repairs done by the guys. He has been working with the Silliman Trust Committee on the drainage work that needs to be done at the pond. He passed out quotes to the council for the guys to have city shirts and hats.

Commissioner Price said he has a huge list for all the parks that need to be done. He has the guys about half way done with the list and will continue to give the parks some TLC. There are 21 pool parties scheduled so far at the pool.

Commissioner Myers said there will be a presentation at the next council meeting on refunding bond interest. He is starting to work with a new grant writer.

Mayor Shane asked the council to make time to meet with Treasurer Rowold to work on their budget so they can get a better understanding. He met with IML Risk Management and learned they need to update some of the insured city property which will be worked on soon.
